About The Position

The Public Partnerships Specialist plays a cross-cutting role across the whole of the Division, supporting the Global Director in ensuring effective coordination across the four donor-facing pillars and in advancing strategic divisional priorities. The position leads the production of strategic donor intelligence and insight products to inform engagement with public sector partners and supports the fulfillment of key organizational and donor commitments on visibility and recognition in close coordination with the four PPD donor-facing pillars, and relevant PFP teams serving both public and private partners engagement.

Requirements

  • An Advanced University Degree is required in International Relations, Political Science, Public Administration, Communications, Media and/or another relevant technical field.
  • A minimum of 5 years of relevant professional work experience in external relations, public affairs or international development cooperation, preferably within the UN, or in a government institution, NGO.
  • Demonstrated ability to monitor ODA trends, political developments, and partner dynamics, translating these into actionable intelligence to inform senior leadership decision making and support UNICEF's public sector resource mobilization goals.
  • Proven experience leading donor visibility and recognition initiatives, ensuring fulfillment of organizational and donor commitments in alignment with stewardship standards.
  • Strong capacity to convene and align multiple stakeholders (HQ and field) to calibrate and curate insights products, ensuring coherence across donor-facing pillars in high-pressure environments.
  • Fluency in English is required.

Nice To Haves

  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Familiarity with interagency mechanisms, flexible funding instruments, and pooled fund modalities relevant to public sector partnerships.
  • Prior experience within the UN system, government institutions, or NGOs supporting public income partnerships and donor engagement.
  • Ability to develop high-level insights products and briefing materials tailored to executive audiences and public partners.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

Responsibilities

  • Facilitate strategic engagement across all four PPD donor-facing pillars on donor intelligence and insights products.
  • Support the fulfillment of key organizational and donor commitments on donor visibility and recognition in close collaboration with the relevant PFP teams serving both public and private partners engagement.
  • Ensure PPD inputs to organizational and interagency discussions on flexible funding, pooled funds, and donor visibility are grounded in up-to-date political and donor intelligence.
  • Monitor external ODA trends, political developments relevant to resource mobilization, and partner dynamics that affect public income partnerships, translating these into actionable intelligence for senior leadership and field colleagues.
  • Calibrate and curate public donor intelligence in collaboration with PPD pillar directors, senior advisors and section chiefs across the four donor-facing pillars to ensure relevance, strategic value, and alignment with UNICEF's public sector resource mobilization goals.
  • Lead the development of public donor intelligence and insights products drawing on strategic developments and inputs from across all PPD teams and partner portfolios.
  • Lead the Division's work on donor visibility and recognition, including strategic products and engagements in close coordination with four PPD donor-facing pillars and the relevant PFP teams serving both public and private partners engagement.
  • Calibrate and curate public donor feedback on visibility and recognition in collaboration with the four donor-facing pillars to ensure relevance and strategic value to public sector donors.
