About The Position

Under general supervision, this position conducts inspections for the Housing Authority of Baltimore City’s (“HABC” or “Authority”) Public Housing units to support the Real Estate Assessment Center (REAC) evaluation process. Duties include assessing code violations based on the REAC grading system, notification of inspections, entry of work orders for repairs needed, conducting inspection comparability, and breach of lease suggestions. Performance of the duties requires some knowledge of building construction techniques, lease provisions, applicable REAC scoring and violations, health, lead paint, fungal growth, and fire protection safety violations, as well as electrical and mechanical requirements. Training through a certified vendor in REAC inspections will be required. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Requirements

  • Graduation from an accredited high school, vocational school, or equivalent, preferably supplemented by technical courses in building construction or related trades.
  • Two (2) years of progressively responsible experience in building construction or building trades and housing inspection work.
  • An equivalent combination of education, training, and experience may be considered.
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
  • Must not engage in private real estate business.

Nice To Haves

  • Housing Quality Standards (HQS) and/or Uniform Physical Condition Standards (UPCS) Certification preferred, but not required.

Responsibilities

  • Conducts housing inspections and assesses REAC and housing code violations; determines the level of score deduction based on the violation; is responsible for entering work orders based on the violations; and maintains and compares records of inspections. Minimum of five (5) inspections (25 per week) to ensure every unit is inspected at least twice per year.
  • Attends and conducts monthly staff trainings on REAC procedures, HITS, and Five Alive.
  • Explains REAC violations to property managers, contractors, maintenance personnel, and tenants.
  • Establishes and maintains effective working relationships with site staff and quality control management.
  • Responsible for sending the required notification of inspection to residents. Communicates with Asset Manager regarding any housekeeping or repetitive tenant-caused damage that constitutes a breach of the Lease based on comparison of previous inspection records. Keeps a record of all inspections with photographic documentation.
  • Evaluates and determines point value loss for each infraction found in the unit. Enters work orders based on the level of infraction in accordance with the repair plan. Assists with closing out completed work orders relevant to inspections.
  • Required to report any grounds/common area hazards that are discovered during the daily inspections.
  • Attend all REAC inspections for training.
  • Knowledge of Capital Plan Replacement items is required to avoid work order duplication.
  • Performs other duties as assigned.
