About The Position

The Division of Family and Child Health at the Vermont Department of Health is seeking an experienced Public Health Program Manager to lead and oversee programs supporting suicide prevention. This role coordinates the financial and programmatic management of the CDC Comprehensive Suicide Prevention grant to ensure high-quality suicide prevention programming through the implementation of evidence-based public health strategies. The Program Manager will collaborate with community partners, service providers, and government agencies to strengthen suicide prevention, intervention, and postvention response. This position serves as a content expert on the public health approach to suicide prevention, serving as the Department's representative on a variety of state and community meetings. This position plays a critical role in ensuring high quality suicide prevention programming that meets the needs of Vermonters and leads to improved health outcomes.

Requirements

  • Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND two (2) years or more of experience in public health or human services related programmatic work including experience leading a team or project.
  • OR Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND three (3) years or more of experience in public health or human services related programmatic work including experience leading a team or project.
  • OR One (1) year or more of experience as a Public Health Program Manager I.

Responsibilities

  • Contribute to strategic planning, priority setting, and emerging issues, including assessing gaps in programming or service provision through best practice public health strategies and conducting research to contribute to the knowledge base
  • Act as liaison to public health system, mental health system, community mental health, and existing mental health initiatives
  • Partner with community and statewide organizations to improve public health and better integrate statewide systems including technical assistance on best practice prevention strategies and guidelines
  • Coordinate trainings and provide subject matter expertise
  • Ensure program outcomes through data informed decisions, performance management, and continuous quality improvement, including developing a CQI and/or evaluation plan to understand the programmatic and fiscal impact of programming and services
  • Prepare and submit federal grant applications, including all required federal and state reporting
  • Develop programmatic scopes of work, grant budgets, monitor expenditures, verify invoices, perform rate or cost analyses, evaluate and forecast utilization trends, and develop recommendations for spending reductions
  • Prepare and deliver media responses and legislative testimony
  • Prepare competitive Request for Proposals (RFPs), subrecipient grants and contracts
  • Monitor performance standards and evidence-based best practices including work performed by vendors, subrecipients and/or program partners in the community
  • Promote health equity
