Under the direction of the Regional Medical Director, the Public Health Region 2/3 (PHR 2/3) regional Tuberculosis Program Manager Nurse (TPMN) works under limited supervision with considerable latitude for the use of initiative and independent judgment. The PHR 2/3 TPMN performs routine managerial and clinical work administering the daily operations and activities of the PHR 2/3 TB program according to the standards of the statewide TB Elimination program (including but not limited to TB surveillance, regional educational activites, TB contact investigation, and support of regional TB activities of chapter 89 correctional facilities in the region). Develops program goals, objectives, guidelines, procedures, and processes specific to the needs of the PHR 2/3 Regional TB Program, as well as collaborating with the local health department TB Programs and other public health partners within the 49 county region. Develops schedules, priorities, and processes for achieving program goals. Coordinates and evaluates programmatic activities. Plans, assigns, guides and supervises the work of 4 direct reports on the regional TB team: the community coordinator, case registry coordinator, support specialist, and contact investigator. Reviews data for accuracy and validity, prepares programmatic, budgetary, and epidemiology reports. Develops data collection and quality assurance protocols and processes. Develops the regional TB program budget, in collaboration with regional fiscal team and TB support specialist. In collaboration with the PHR 2/3 Public Health Nurse team and PHR 2/3 Public Health Nurse Manager, will ensure high level services using standing delegation orders (SDOs), according to state and regional policies and procedures. Supports nursing case management coordination for patients with TB. Works in close collaboration with the regional Public Health Nurse team to provide high quality TB clinical services to community members with TB. Works in close collaboration with other PHR 2/3 program managers as part of the regional leadership team. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards.
