About The Position

Under general direction, this role is responsible for managing, planning, and coordinating Public Health Department grant-funded projects. This includes preparing grant application packets, overseeing the development of grant programs, managing grant budget expenditures, and ensuring compliance with all relevant regulations. The position also involves supervising assigned personnel.

Requirements

  • Bachelor's Degree or higher in Business or Public Administration, Planning, Accounting, or a related field.
  • Four (4) years of grant administration experience.
  • Two (2) years of supervisory experience.
  • Valid Texas Class “C” Driver’s License or equivalent from another state by date of appointment.

  • Applicants with foreign diplomas, transcripts, and degrees must have all documents translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) prior to submitting them to the Human Resources Department.

Responsibilities

  • Prepare all grant application packets for renewal and submission.
  • Schedule, organize, and conduct planning activities for grants.
  • Prepare long-term and short-term grant goals for the department.
  • Conduct grant workshops for applications and review proposals for eligibility.
  • Coordinate staff and leadership review of proposals.
  • Prepare information materials for the City Council.
  • Oversee development of grant programs, project scope, and deliverables.
  • Submit financial reports to funding agencies.
  • Monitor expenditure of funds and ensure compliance with local, state, and federal rules and regulations.
  • Maintain appropriate expenditure rate for all Federal, State, and/or local grants.
  • Research program regulations and consult with grantor officials to make accurate eligibility determinations and proper policy interpretation.
  • Represent the department and provide technical support, information, and guidance to executive leadership as necessary.
  • Schedule and attend committee meetings, as well as City Council, professional meetings, and other gatherings, to represent the department.
  • Manage grant budget expenditures and allocate funds effectively.
  • Create and analyze grant projections and cost estimates.
  • Approve grant-related billing and seek maximum reimbursement.
  • Manage the complete acquisition, deployment, and installation of grant assets, including physical property, hardware, software, and broadband technology.
  • Ensure full compliance with regulations and grant requirements.
  • Create a training session for department staff responsible for supervising grant funds.
  • Direct employee activities in order to maintain necessary accounting records, cash flow, cost accounting information, and prepare financial statements for all grant funds received by the department.
  • Approve and expedite grant-related purchases, expenditures, and vendor payments.
  • Provide Health Leadership guidance and direction on grant development and major purchases.
  • Prepare for annual audit and conduct post-audit financial reporting.
  • Prepare complex, comprehensive documents for all grants and program activities.
  • Attend entrance and exit audit interview meetings and work on creating the final response to funding agencies.
  • Supervise assigned personnel, including scheduling, assigning, guiding, and checking work.
  • Prioritize and coordinate unit activities.
  • Appraise employee performance.
  • Provide staff training and development.
  • Enforce personnel rules, regulations, and work standards.
  • Counsel, motivate, and maintain harmony among staff.
  • Interview applicants and recommend hiring or other employee status changes.
