About The Position

The Protective Force (PF) Manager reports directly to the PF Director and holds overall responsibility for the PF Field Operations, including Security Police Officers (SPO), Lieutenants (LT), and Captains. This role may involve supporting the PF Director and senior management in various functional areas. Key responsibilities include maintaining the Senior Weapons Authorization Credential (WAC) program in compliance with DOE Orders, ensuring armed PF Field Elements meet medical, physical fitness, and training standards, and supervising/mentoring PF Captains and LTs to develop their leadership capabilities. The manager will coordinate with the Physical Protection Medical Director for SPO medical and physical standards, implement measures to reduce overtime, and interface regularly with the Security, Police, and Fire Professionals of America, Local 111, and Labor Relations. Additional duties involve PF supply/equipment management, collaboration with the PF Operations Manager, reviewing field documents, providing input for various response plans, developing and submitting DOE deliverables (including quarterly overtime reporting), and evolving the PF program as site security needs change. The role also supports the PF Management team in document reviews and strategic planning, interfaces with Constellis Human Resources on performance issues, and collaborates with other site workgroup managers. The manager evaluates Pre-Printed Activity Reports, manages the PF hiring process for field elements, and supports the PF Director, acting on their behalf when necessary. Maintaining knowledge of site safety policies and ensuring the safety of direct reports and all PF personnel is also a critical aspect of this position.

Requirements

  • BA/BS degree in a related field with a minimum of 10 years of DOE related experience or a combination of education and a minimum of 10 years of security experience.
  • Strong writing, interpersonal, communication, multi-tasking, and critical thinking skills.
  • Strong computing skills with emphasis on Microsoft Office.
  • Strong organizational skills with emphasis on time management.
  • Must be able to perform work within the controls of written directives.
  • Must be able to obtain and maintain an active DOE-Q security clearance.

Responsibilities

  • Senior Weapons Authorization Credential (WAC) qualified member of the PF.
  • Responsible for maintaining the WAC program while ensuring compliance with DOE Orders.
  • Responsible for ensuring all armed PF Field Elements maintain medical, physical fitness, and training qualification standard prescribed by 10 CFR 1046. and section 161k of the Atomic Energy Act of 1954 as amended.
  • Supervises the PF Captain, and PF LTs training requirements and mentors them to be effective PF leaders.
  • Ensures PF Captain and PF LTs maintain tactical leadership capability through on-the-job training, formal training, tabletops, and exercises/drills or Limited Scope Performance Testing.
  • Coordinates with the Physical Protection Medical Director staff for scheduling all SPO medical and physical standards prescribed by federal regulation and orders.
  • Implement measures to reduce the amount of overtime on the PF schedules.
  • Interfaces with the Security, Police, and Fire Professionals of America, Local 111 and Labor Relations regularly on issues and concerns.
  • Responsible for PF supply/equipment management.
  • Works closely with the PF Operations Manager to ensure that all applicable field documents/needs are met and maintained.
  • Reviews and provide feedback on all field documents.
  • Provides direct input for Security Incident Response Plan, Demonstration Incident Security Response Plan, PF Staffing Plan, and Contingency Operations Response Plan development.
  • Develop and submits Department of Energy (DOE) deliverable, quarterly overtime reporting.
  • Responsible for PF program development as site security needs evolve or change.
  • Directly supports PF Management team in document reviews and strategic planning.
  • Interface with Constellis Human Resources on PF internal performance issues and corrective actions.
  • Interface with other site workgroup managers for site PF needs.
  • Evaluates Pre-Printed Activity Reports and forwards comments to PF Operations as needed for corrective actions.
  • Responsible for all aspects of the PF hiring process as it pertains to the PF field elements (screening, pre-employment testing, interviews and recommendations for employment).
  • Directly supports the PF Director as needed and acts on his/her behalf when necessary.
  • Maintains knowledge of site safety policies and performs assigned duties in a safe manner. Also has responsibility for the safety of direct reports and ensures that all PF personnel comply with established safety policies and procedures and practice safe work habits.
