About The Position

Bodwé Professional Services Group is seeking a Federal Proposal Coordinator to join their expanding proposal operations and growth organization. The Proposal Specialist will provide support for proposal development, with a focus on Sources Sought, RFIs, Task Orders, and other proposal efforts. This role is responsible for all administrative aspects of proposal development, ensuring high-quality deliverables and adherence to performance standards. The ideal candidate is an organized, self-starting individual with a strong understanding of federal government contracting intricacies and exceptional attention to detail. Key responsibilities include response review, editing, creating and utilizing compliant proposal templates in Microsoft Office Suite (including formatting, tables, figures, and graphics), maintaining standard operating procedures, and managing content and past performance repositories.

Requirements

  • Bachelor’s degree or higher in English, Journalism, Communications, or a related field.
  • Three (3) + years of federal proposal experience.
  • Experience working within a Federal Proposal and Capture Team environment.
  • Excellent written and verbal communication skills, excellent organizational abilities, and technical skills.
  • Demonstrated ability to interact and take direction in a cooperative and effective manner.
  • Understanding and ability to execute Shipley proposal reviews.
  • Self-motivated, able to multi-task.
  • Ability to work independently, take initiative, set priorities, and see projects through to completion.
  • Strong service orientation.
  • Ability to work collaboratively with proposal team members, Bodwé employees, and consultants to produce quality documents for delivery to a variety of clients.
  • High sense of urgency to produce a quality proposal utilizing attention to detail.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel.
  • Must have or be able to obtain and maintain a valid driver's license.
  • Proficiency in Microsoft Office suite, including Word, Excel, Outlook, and Teams.
  • Proficiency in Adobe Creative Cloud.
  • Proficiency with Microsoft SharePoint.
  • Familiarity with GovWin.

Responsibilities

  • Lead and develop proposals from initial bid/no-bid review through final submission.
  • Analyze requirements and create compliance matrices, schedules, outlines, and response templates.
  • Coordinate reviews, organize kickoffs, and manage invitations for various proposal team meetings.
  • Write original content for use in proposals, and ensure responses clearly communicate company qualifications, differentiators, relevant government experience, and value.
  • Maintain strict compliance with solicitation instructions, page limitations, formatting requirements, required forms, and submission procedures.
  • Manage proposal calendars and internal deadlines and proactively follow up with contributors.
  • Ensure proper document formatting, compliance with RFP requirements, and visually appealing content using MS Word, MS Excel, and other tools like Adobe Acrobat.
  • Ensure proper field completion and signature for government SFs.
  • Adhere to style guides, reinforce adherence to such guides by proposal team authors, and manage document version control.
  • Work effectively under time constraints in a dynamic environment while maintaining a high level of attention to detail.
  • Collaborate with the marketing team to plan visual representations of concepts.
  • Create tables, charts, and figures for inclusion in proposals.
  • Create data calls for Subject Matter Experts (SME) and Partners.
  • Compile questions from the solicitation for review and submission.
  • Manage Past Performance Questionnaires, CPAR tracking, past performance narratives and resume mapping.
  • Collect and compile artifacts to maintain the proposal department's content library and update its contents.
  • Conduct interviews with Subject Matter Experts, as needed, to gather for inclusion in proposals.
  • Maintain the team’s standard operating procedures and implement directed changes.
  • Act as the scribe for working group sessions and proposal meetings, recording status and action items, and distributing the information to attendees in a timely manner.
  • Track relevant proposal metrics and post-award lessons learned information.
  • Attend debriefing for unsuccessful contract bids, write notes of debrief, and share with the proposal team.
  • Research government agencies, incumbent contractors, existing contracts, procurement histories, and upcoming solicitations to support capture and proposal strategy.
  • Work in conjunction with the Proposal Director on strategic initiatives across the organization.
