About The Position

TP is currently seeking a Proposal Director to join our team. In this role, you will manage complex proposals, including technical, cost, and other proposal volumes for Federal, State, and Local Governments in the US by developing and ensuring the timely submission of high-quality, RFP-compliant, and compelling proposals. The Proposal Manager is responsible for managing the full lifecycle of government and commercial proposals—from pre-RFP planning through submission and post-submission activities. This role requires a strategic thinker with strong organizational, communication, and leadership skills to coordinate cross-functional teams and deliver compliant, compelling, and on-time proposals.

Requirements

  • Demonstrated skills in proposal creation and writing.

  • Proficient knowledge of Microsoft Word, Excel, PowerPoint, Visio, and Project, database software, and contact management systems.

  • Possess a bachelor’s degree in English, Journalism, Communications, Public Relations, Marketing, or related discipline. Equivalent professional work experience will be considered
  • Employment in this position will be contingent on your successful completion of and passage of a comprehensive background check, including global sanctions and watchlist screening.

Responsibilities

  • Lead the end-to-end proposal development process, ensuring compliance with all solicitation requirements.
  • Lead and manage all proposal development efforts from the initial kick-off meeting through the final proposal submission, including the full schedule and communications
  • Develop a proposal strategy that results in a high-quality, compliant, and compelling proposal that will score high and drive the optimal win probability.
  • Provides leadership in creating, writing, reviewing, and improving the level of excellence in proposal artifacts, delivering input, advisement, and conceptualizing graphics, which enables our proposals to separate the company from its competitors
  • Facilitate kickoff meetings, strategy sessions, and regular progress reviews with business development, technical, pricing, and operations teams.
  • Manage internal workflows, version control, and adherence to proposal management best practices and processes.
  • Partner with business development, capture managers, and subject matter experts to translate technical and operational solutions into clear, persuasive narratives.
  • Coordinate with pricing teams to ensure integration of cost and technical volumes.
  • Conduct quality reviews across all sections for compliance, responsiveness, and accuracy.
  • Manage production and submission (hardcopy or electronic), ensuring compliance with formatting and submission requirements.
  • Support post-submission activities, including Q&A responses, oral presentations, and proposal debriefs.
  • Maintain proposal templates, reusable content libraries, and tools for continuous improvement.
  • Analyze lessons learned and implement process refinements for future proposals.
  • Mentor junior proposal staff and contribute to proposal training and process optimization initiatives.
  • Develops, distributes, and maintains proposal calendar, compliance matrix, and proposal templates for each project.
  • Manages proposal content development and schedule. Identifies proposal writing assignments.
  • Conduct proposal color reviews and/or collaborate with the assigned color review lead or chair in the conduct of color reviews that effectively achieve useful, actionable comments and recommendations from the review teams.
  • Maintain tight, proactive communication with the pursuit team and leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission
  • Ensures proposal response meets client requirements and company standards
  • Conducts research—including interviews, product information, and technology solutions - as required to develop proposal response.
  • Organizes material and completes writing assignments according to set standards regarding order, clarity, conciseness, style, and termination.
  • Maintains records and files of work and revisions, including an organized folder structure.
  • Responds to data calls from partners.
  • Assists the marketing staff in developing presentations for prospective customers.
  • Influences a positive work environment.
  • Other duties as assigned.
  • Oversee the writing, editing, and layout of proposal content to ensure consistency, clarity, and alignment with win themes.
