About The Position

Colville is seeking a highly organized, creative, and detail-oriented Proposal Development Specialist to join our Operations team. In this role, you'll lead the development, coordination, and submission of competitive proposals, bids, and government solicitations while helping identify new business opportunities that support Colville's continued growth. You'll collaborate with subject matter experts across the organization to showcase our capabilities through compelling, compliant, and visually engaging proposal packages. This position is based in our Anchorage corporate office and offers a consistent Monday–Friday schedule with minimal travel.

Requirements

  • Exceptional organizational skills and attention to detail.
  • Excellent writing, editing, and proofreading abilities.
  • Advanced proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Ability to manage multiple deadlines while maintaining a high level of accuracy.
  • Strong communication and collaboration skills.
  • Ability to interpret solicitation requirements and develop clear, professional proposal responses.
  • Self-motivated with the ability to work independently and take ownership of projects.
  • Must successfully pass a pre-employment background check and drug screening.

Nice To Haves

  • Experience preparing proposals, bids, tenders, grant applications, or government contracting submissions.
  • Experience with Canva, Adobe Creative Suite, or similar graphic design software.
  • Familiarity with SAM.gov and other government procurement platforms.
  • Experience supporting construction, engineering, logistics, industrial services, transportation, oil and gas, or related industries.
  • Knowledge of government contracting processes and proposal compliance requirements.

Responsibilities

  • Lead the development, coordination, formatting, and submission of proposals, bids, RFQs, RFPs, tenders, and other client solicitations.
  • Collaborate with Operations and technical staff to gather project information, pricing, resumes, project experience, and supporting documentation.
  • Write, edit, proofread, and organize proposal content that is clear, accurate, and fully compliant with solicitation requirements.
  • Design visually appealing proposal packages, graphics, organizational charts, timelines, and other supporting materials using Canva or similar software.
  • Maintain proposal schedules, submission checklists, templates, and proposal libraries.
  • Monitor federal, state, municipal, tribal, and commercial procurement websites for new contracting opportunities.
  • Coordinate internal bid/no-bid discussions and track proposal opportunities through the pursuit process.
  • Maintain company registrations, certifications, and compliance documentation required for government contracting, including SAM.gov and other procurement systems.
  • Support Operations leadership with strategic growth initiatives, capability statements, presentations, and marketing materials.
