About The Position

Northrop Grumman is seeking a Proposal Analyst - Level 2 to join their Integrated Space Mission Segment team in Dulles, VA. This position is part of the Northrop Grumman SkillBridge Program, an opportunity for service members preparing for civilian careers to gain valuable civilian work experience during their last 6 months of service. Participants will work on-site, gaining experience in an entry to mid-level career path through on-the-job training, supporting a 40-hour work week. The program aims to provide separating service members with job skills training in a professional setting, offering hands-on experience with the potential for full-time conversion. The goal is to serve as a pipeline for motivated military candidates into Northrop Grumman. SkillBridge participants will be highly trained and capable future employees, receiving comprehensive hands-on experience including professional development, networking with leadership, and training focused on leadership principles, company history, customer engagement, product overviews, and core job responsibilities. This role is 100% onsite and cannot accommodate telecommute work. The selected candidate will assist in proposal efforts from RFP receipt through contract award, acting as a key developer of winning bids and summarizing/presenting detailed proposal information in internal reviews and customer fact-finding meetings. The position will work a 9/80 schedule, with every other Friday off.

Requirements

  • Bachelor's degree with 2 years of professional experience – OR – Master's degree with 0 years of professional experience
  • Will consider an additional 4+ years of experience in lieu of degree
  • Proposal, pricing, supply chain or finance experience
  • Experience working with MS Office Suite
  • Requires an active U.S. Government Top-Secret security clearance at time of application, current and within scope
  • Has served at least 180 days on active duty
  • Is within 12 months of separation or retirement
  • Will receive an honorable discharge
  • Has taken any service TAPS/TGPS
  • Has attended or participated in an ethics brief within the last 12 months
  • Received Unit Commander (first O-4/Field Grade commander in chain of command) written authorization and approval to participate in SkillBridge Program prior to start of internship.

Responsibilities

  • Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.
  • Establish fair and reasonable cost analysis positions and negotiation ranges - including completion of supplier proposal compliance review.
  • Develops, plans and schedules proposals.
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
  • Researches and analyzes historical data, develops cost models to support proposal efforts.
  • Coordinates activities and participates in fact-finding meetings.
  • Participates as a member of the contract negotiating team.
  • Lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members.
  • Act as a key evaluator and developer of winning bids.
  • Create automation tools and Agile approaches for the overall Pricing and Estimating team to minimize required administrative tasking and focus on estimating and analysis.
