About The Position

Eureka Multifamily Group is seeking a Property Manager for one of our Affordable Properties. This role requires extensive knowledge of Affordable Housing, HUD, Project Based Section 8, and Tax Credit programs. Proficiency in OneSite/Real Page Leasing and Rents is also necessary. The ideal candidate will have COS and TCS certifications or be willing to obtain them within 6 weeks of employment. This position is responsible for managing the daily operations and financial goals of the property, including personnel, waitlist and leasing, collections, resident retention, customer service, community maintenance, contracted services, administration, reporting, community safety, and legal compliance within budgeted parameters. The Property Manager reports to the Regional Property Manager and directly supervises the Maintenance Supervisor, Assistant Manager, and Leasing staff, while also overseeing maintenance staff. Professionalism and self-confidence are essential in all interactions.

Requirements

  • Extensive knowledge with Affordable Housing, HUD, Project Based Section 8 and Tax Credit.
  • In-depth knowledge of OneSite/Real Page Leasing and Rents.
  • COS and TCS certifications or willingness to obtain them within 6 weeks of starting.
  • Strong knowledge of HUD policies, Project Based Section 8 rules and regulations.
  • Strong knowledge of Tax Credit/AHDP/HOME/Bond policies.
  • Thorough and current knowledge of the most recent version of the 4350.
  • Knowledge of HUD Secure Systems; TRACS, IMAX, EIV on a HUD governed property.
  • Excellent customer service skills and ability to develop rapport with residents, community staff, and HUD administrator/State Monitoring Agency.
  • Take charge personality with the ability to handle multiple priorities and meet deadlines with little to no supervision and work well under pressure.
  • Exceptional communication skills to work closely with county officials and act as a liaison.
  • Detail-oriented and able to compose letters, memos, etc.
  • Strong organizational skills.
  • Strong computer background.
  • General administrative experience.
  • Ability to comply with policies and Procedures.
  • Bookkeeping experience.
  • Experience in both general marketing and affirmative marketing.
  • At least 2 years of affordable housing property management experience overseeing a busy complex and staff.
  • Responsibility for financial and operational results, HUD/TC/AHDP/HOME/Bond administration and staff supervision.
  • Ability to supervise a staff of 2 or more.
  • Minimum 1 year of experience in a supervisor capacity.
  • Minimum 1 year of previous experience in property management sector, or a combination of equivalent education and experience.

Nice To Haves

  • Prefer COS certification on a HUD governed property.
  • Certification as a resident manager.
  • Associate's Degree or higher from an accredited College or University.

Responsibilities

  • Ensure accurate maintenance of property records (lease and general files) in a secured area.
  • Complete all required reports accurately and timely.
  • Regularly inspect property for maintenance and curb appeal.
  • Supervise outside contractors.
  • Distribute petty cash funds and request reimbursement.
  • Process purchase orders weekly.
  • Ensure apartments are cleaned and made-ready after move-outs.
  • Review prior year Management and Occupancy Reports for HUD-governed properties.
  • Lease to households meeting assigned property's income restrictions, rental criteria, and HUD guidelines.
  • Ensure all application paperwork is completed and complies with program requirements.
  • Review and update the Unit Status Report for accuracy against tenant lease files.
  • Oversee and maintain new lease and lease renewal practices according to HUD/CA/TC guidelines, including certification and verification.
  • Process annual recertification and tenant notification documentation.
  • Process interims as required for HUD-governed properties.
  • Ensure property maintains applicable fractions and set-aside requirements for Tax Credit properties.
  • Perform supportive services as outlined in the property's LURA and maintain proper documentation.
  • Assist with planning and implementation of social services programs, coordinating with the Social Service Provider.
  • Assist the Regional Property Manager in audit preparations and ensure on-site compliance.
  • Handle recordkeeping and reporting responsibilities in accordance with HUD/TC/ADHP/HOME/Bond regulations.
  • Handle notices, legal filings, and evictions as required by HUD/TC/ADHP/HOME/Bond regulations.
  • Oversee and audit transmission of paperwork for voucher completion for subsidy on HUD-governed properties.
  • Maintain all resident files per HUD/TC/ADHP/HOME/Bond guidelines.
  • Oversee REAC/UPCS inspections, including preparation and correction of deficiencies.
  • Maintain waiting and transfer lists per HUD/CA/TC guidelines.
  • Prepare for, respond to, and oversee corrections for Management Reviews on HUD-governed properties.
  • Forecast needs for the fiscal year and develop a budget.
  • Obtain supervisor's approval for the final budget and any changes.
  • Implement budget, keeping expenses within guidelines.
  • Review, approve, and process all applicable purchases and purchase orders.
  • Review monthly income and expense reports and report on variances.
  • Collect rents and institute procedures against delinquent accounts.
  • Initiate eviction procedures for non-payment of rent.
  • Maintain accurate records of rent collections.
  • Make daily bank deposits.
  • Collect security deposits and record collection details.
  • Calculate any escalations or other charges designated in the lease.
  • Recruit and hire qualified staff.
  • Ensure staff completes required company training and follows policies.
  • Clarify expectations and establish goals for staff.
  • Evaluate staff performance and provide regular feedback.
  • Recognize superior performance and correct inferior performance.
  • Achieve cooperation among staff and build trust and loyalty.
  • Work towards developing staff for upward mobility.
  • Collect, approve, and forward timesheets on time.
  • Ensure lease files are complete and documents are executed properly.
  • Attend scheduled corporate management meetings.
  • Maintain records on all aspects of management activity quarterly.
  • Submit required reports to VP as scheduled.
  • Update Capital Project report monthly.
  • Ensure resident satisfaction through high renewal rates and few complaints.
  • Anticipate resident needs.
  • Inspect property two to three times per week, including periodic visits to all residents.
  • Assist new residents with community procedures.
  • Ensure residents are provided with a clean, safe, and well-maintained home.
  • Complete quarterly unit inspections to identify, report, and prevent REAC/UPSC deficiencies.
  • Coordinate administration of supportive services with the Social Service Provider.
  • Maintain work orders for all maintenance requests and respond within 24 hours.
  • Ensure each property is maintained to EMG standards.
  • Physically walk and inspect each property at least twice per week.
  • Review Preventative Maintenance, Service Order, and Capital Reports with Maintenance Supervisor.
  • Handle resident complaints and maintenance-related issues to avoid Fair Housing complaints.
  • Ensure physical deficiencies are corrected per violation/inspection notices.
  • Achieve targeted occupancy levels.
  • Market the property and generate qualified traffic.
  • Lease or help lease the property to prospective residents.
  • Negotiate new leases and renewals per specifications.
  • Comply with standards for affirmative marketing, including the Affirmative Fair Housing Marketing Plan.
  • Market to agencies identified in the Affirmative Fair Housing Marketing Plan.
  • Ensure all applications qualify per the Tenant Selection Plan.
  • Maintain a proper Wait List in accordance with HUD/State Monitoring Agency guidelines.
  • Report all liability and property incidents to the Regional Property Manager immediately.
  • Comply with Safety guidelines outlined by Property Management.
