About The Position

The Property Manager reports directly to the Regional Manager and is responsible for the entire on-site operation of the complex. This role requires regular scheduled work hours and the ability to physically inspect the property, including walking all around the property and up stairs. The Property Manager must maintain a valid driver's license and ensure compliance with company policies in all financial and clerical procedures. A key aspect of this role involves accurate and timely maintenance of the computerized property management system, resident files (complying with HUD standards, LIHTC, and/or other Government-sponsored programs if applicable), and financial reporting. The Property Manager is also responsible for managing the project within budget, supervising all project employees (including hiring and firing), and keeping the Regional Manager informed of major project progress. Additionally, this role involves supervising on-site personnel in management-resident relations and ensuring employees demonstrate concern for resident welfare. The Property Manager must also inspect and approve contract work and prepare for government program or lender-sponsored physical inspections.

Requirements

  • Must regularly schedule work hours.
  • Must be able to 'walk' the property on a regular and as-needed basis.
  • Must have the physical capability to walk all around the property, including stairs.
  • Must maintain a valid driver's license.
  • Accurate and timely maintenance of the computerized property management system.
  • Follows and keeps an accurate Budget Control System and Purchase Order system as instructed by the Regional Manager.
  • Ensures the computerized property management system is kept according to HUD (where applicable) and company policy; including all necessary documents; i.e., leases, applications, work orders, certifications, employment, and income verifications and re-certifications, as applicable.
  • Ensures that all daily, weekly, and monthly reports are accurate and are transmitted to the proper people (as directed by the Regional Manager) on time.
  • Processes all invoices for payment promptly, with correct coding for all items.
  • Supervises all project employees including the hiring and firing of project employees.
  • Keeps the Regional Manager informed of the progress of any major projects.
  • Supervises all on-site personnel on management-resident relations, and develops a genuine concern by employees for the welfare of residents.
  • Work hours are set by the Regional Manager. Scheduled work hours are 8:00 a.m. to 5:00 p.m. NO CHANGE WITHOUT SUPERVISOR'S APPROVAL.
  • Inspects and approves all contract work performed on the property.
  • Maintains the confidentiality of all personnel and resident files.
  • Transmits payroll timesheets (via ADP) each week.

Responsibilities

  • Observe the condition of the apartment complex including buildings, grounds, tenant units, and all other facilities, and arrange for appropriate maintenance, repair, and improvement.
  • Establish work schedules and set standards that meet the needs of the property, and assign individuals to perform scheduled work.
  • Follow company policy in all financial and clerical procedures and ensure compliance of all office personnel to company policy.
  • Accurate and timely maintenance of the computerized property management system.
  • Ensure resident files comply with HUD standards, LIHTC, and/or other Government-sponsored programs, if applicable.

  • Conduct training sessions as needed.
  • Operate the project within budget and spending limit guidelines.
  • Supervise all project employees including the hiring and firing of project employees.
  • Keep the Regional Manager informed of the progress of any major projects.
