About The Position

This position with APD will serve staff and management across the Agency. Your work will impact the workplace culture, our community, and the population we serve as we continuously strive to achieve the Agency’s mission. This is a position under the Division of Operations created as Property Analyst. Its primary purpose is property control work (Asset Management) coordinating the reception, inventory, location, assignment, and disposal of state property. This position shall ensure the proper control and safeguard of all state-owned property assigned to Sunland Center at Marianna. Coordinate the movement and control activities for all locations, compile, and post property log transfer information in the Automated Property System (FLAIR), provide adequate records to satisfy Chapter 273 FL Statutes, and to oversee the operation of the Property Department for Sunland Center at Marianna. Provide adequate data for Administration/Property Custodian/Designee/Operations to make informed decisions concerning the State-owned property under their care. This includes current changes, records, and other communications necessary to maintain accountability for property and be responsible for keeping the State Automated Property System (FLAIR) current. This position also includes duties in Risk Management, Fleet Management, and Facility Management for Sunland Center at Marianna as described in the “Duties” list.

Requirements

  • High school diploma or equivalent.

Responsibilities

  • Coordinate the movement and control activities for all locations, compile, and post property log transfer information in the Automated Property System (FLAIR), provide adequate records to satisfy Chapter 273 FL Statutes, and to oversee the operation of the Property Department for Sunland Center at Marianna.
  • Provide adequate data for Administration/Property Custodian/Designee/Operations to make informed decisions concerning the State-owned property under their care.
  • Keep the State Automated Property System (FLAIR) current.
  • Coordinate maintenance of records for a variety of accountable equipment (OCO/Inventoried Items) and Materials.
  • Review property being added to the active OCO/Inventoried list, ensures that it is assigned to the correct Property Custodian/Designee, ensures that the item is properly tagged, and ensure that it is adequately assigned to the correct location.
  • Serve as the Review Board Chairperson for the disposal of Surplus state owned properties.
  • Assist in the completion, documentation, and disposition of Surplus items as outlined by statute (Mobile Equipment <MP6301/MP6401/MP6401B>; Surplus <Request to Discard Property from OCO/inventoried list/e-mail concerning items $100 - $999 values>).
  • Coordinate with Property Coordinators throughout the State of Florida to secure Surplus Property and coordinate the pick-up from the various locations in the state.
  • Responsible for FLEET Management program in compliance with DMS guidelines.
  • Maintain files on Mobile Equipment, maintain gas/diesel records, and provide preventative maintenance information on Mobile Equipment.
  • Input usage data into the DMS FLEET System each month.
  • Input Preventative Maintenance and Work Orders into the DMS FLEET System each month.
  • Acquire tags, titles, and all relative documentation for Mobile Equipment as required.
  • Acquire Handicap Parking Permits for all applicable Mobile Equipment as required by law.
  • Ensure that Permits are current and available in all applicable Mobile Equipment.
  • Coordinate, advertise, send notices, schedule auctions, collect sealed bids, hold bid openings for sales, collect funds via Sunland Accounting Office, and forward all pertinent information to APD General Services as required.
  • Responsible for insurance coverage for all property, buildings, contents, and mobile equipment.
  • Provide current Insurance Certificates for mobile equipment.
  • File Property Claims, Liability Claims, and State Institution Restitution Claims.
  • Obtain photographical documentation of damages, coordinate the acquisition of estimates, complete Claim Forms, and obtain information concerning property damage, Liability Claims, and Restitution Claims.
  • Serve as the liaison between DFS Risk Management and the Attorney General’s Office to ensure that the Claim process is completed in a timely manner.
  • Coordinate Mobile Equipment damage/accident incidents by working in conjunction with DFS Risk Management, individual Insurance Agencies, and provide support and direction to Staff.
  • Coordinate Claims to DFS Risk Management for damages caused due to natural environmental occurrences (i.e. fire, flood, etc.).
  • Provide photographical documentation for insurance purposes to Agency insured facilities.
  • Ensure facilities and their contents are properly insured according to the Actual Cash Value outlined by established DMS guidelines.
  • Responsible for updating the SOLARIS/FITS System for qualified APD Structures.
  • Responsible for completing daily billing of Supply Requisitions submitted to the Warehouse.
  • Organizes and enters requested commodities from units of Sunland to the SIMS System, prints and distributes the forms to the Storekeepers for delivery.
  • Enter Walk-Through Requisitions as needed into the SIMS System.
  • Completes monthly Operations Requisitions of commodities used by the different sections.
  • Assesses short falls in relationship to stock level of commodities in the Warehouse.
  • Assists customers by providing requested Stock Number information, quantities, and stock levels.
  • Performs other related duties as required.
  • Complete all assigned Staff Training deemed mandatory.
