About The Position

The Health Facilities and Services Review Board (HFSRB), through its Certificate of Need (CON) program, is aimed at containing health care costs, approve or disapprove applications for construction or expansion of health care facilities, and promote development of health care facilities in areas where formal need has been established. Authority for the HFSRB is from the Illinois Health Facilities Planning Act [20 ILCS 3960]. The Project Review Manager performs highly complex functions and assignments (which may be confidential in nature) including supervision of the review staff and process and evaluation of health care facilities construction and modification transactions for conformance with statutory and regulatory requirements of the Health Facilities Planning Act; Conducts economic and financial feasibility analyses pertaining to health care facilities to determine economic and related impact of capital and related expenditures upon health care costs in the community, region, or state; Assists in the development of policies concerning the review of cooperative agreements, mergers, or acquisitions among and between health care facilities and related entities with respect to anti-trust and economic impact issues; Serves as expert advisor and participates in the development of policy, rules and regulations pertaining to health care facilities. Directly reports to the Board’s Administrator but coordinates closely with Board’s General Council, Compliance Officer, and Rules Coordinator.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
  • Requires ability to travel in the performance of duties.
  • Requires appropriate, valid driver's license.

Nice To Haves

  • Thorough knowledge of health care delivery system, health care facilities financial statements, Health Facilities Planning Act, and of financial and economic feasibility analysis, statistics, sources, and data pertaining to health care facilities and health care costs.
  • Four (4) years of experience in Microsoft software products, including: Word, Excel, PowerPoint, and relational database programs, etc.
  • Thorough knowledge of CON needs assessment and financial feasibility.
  • Three (3) years of experience analyzing and interpreting the program’s administrative rules and rules pertaining to need and financial review.
  • One (1) year of experience developing and maintaining cooperative working relationships with industry representatives, legal counsel, State board members and other program staff.

Responsibilities

  • Supervises all Review Section staff, contract employee, interns or student workers in the Review Section.
  • Directs all activities of the Review Section including the review and evaluation of applications for permits or exemption for proposed health facility construction and modification projects and appropriateness review of institutional heath services on an area-wide basis which require action by the Illinois Health Facilities and Services Review Board (Board).
  • Prepares for, attends and participates in meetings of the Board or other agencies regarding project review/conformance and co-operative agreements/anti-trust immunity activities.
  • Oversees the evaluation of the financial and economic impact of capital expenditures and other transactions by or on behalf of health care facilities or related entities upon the health care delivery system.
  • Assists in the development of policies, rules and regulation concerning the review of highly sensitive and confidential documents, concerning co-operative agreements and anti-trust issues related to health care facilities and health care costs.
  • Serves as expert advisor on financial and economic feasibility rules and assists in recommending policy or rule changes regarding certificate of need or other health facilities programs.
  • Assists in a variety of activities including but not limited to responding to correspondence, compiling information for budget and other management or personnel assignments which may be confidential in nature.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
