About The Position

As the Project Manager, you will work onsite in Anchorage, AK and will be responsible for the overall planning, execution, coordination, and financial oversight of multiple complex construction projects. Projects include both design/build and design-bid-build for Federal clients. This role requires a strong leader who can deliver projects on time, within budget, safely, and in strict compliance with contract requirements, design specifications, and client expectations. You will also support the Company’s strategic growth efforts by helping to estimate and solicit subcontractor proposals during the pre-construction phase. Additionally, you may serve as a resource and mentor to other project management team members and support staff. During project’s startup and expansion phase, this position will be expected to take on multiple roles as needed to support successful project delivery and organizational growth.

Requirements

• Bachelor’s degree in Business, Engineering, Construction Management or related field is required.
• Five (5) years of project management experience specifically within the vertical, horizontal, heavy industrial, design-build, or specialty foundation construction sectors—preferably for federal or public sector clients.
• Twenty (20) or more years of related business and management experience including budget preparation, cost estimating, and fiscal management principles and procedures.
• Valid state driver’s license and must be qualified to operate a vehicle under the conditions of Company’s Driving Policy.
• Ability to pass a drug, driving record, and background screening.
• Strong knowledge of construction project management principles, including scheduling, budgeting, procurement, and compliance.
• Deep understanding of design-build processes, contract requirements, and change order procedures.
• Familiarity with municipal, state, and federal construction regulations and permitting processes.
• Technical knowledge of various field construction concepts, practices, and procedures.
• Sound knowledge of construction, architectural, and building industry standard operating practices/procedures.
• Proven experience managing projects under government contracts and/or in the public sector.
• Ability to prepare accurate budgets and cost estimates; in-depth knowledge of fiscal management principles and procedures.
• Ability to create, read, and understand complex contract documents.
• Sound knowledge of Microsoft Project, Excel, Word, Outlook, and PowerPoint.
• Skill in organizing resources, establishing priorities, meeting deadlines, and managing time.
• Ability to gather data, compile information, and prepare reports.
• Demonstrated ability to communicate effectively and professionally through written, graphical, and verbal methods.

Nice To Haves

• Design-Build experience preferred.
• Project Management Professional certification, encouraged.
• Prior experience at a project level with USACE or other federal clients is preferred.

Responsibilities

• Coordinate all awarded project aspects, including estimating, bidding, reporting, client interface, timeline, and day-to-day oversight.
• Develop proposals, cost estimates, and bids.
• Utilize Design Build Coordination and Design Management skills to assure compliance and on-budget designs.
• Staff jobs with qualified candidates for the type of work and client requirements.
• Manage the submittal and approval process; prepare change requests.
• Monitor/review plans, reports, permits, requests for information, and design change/variance requests.
• Procure and schedule necessary materials and resources, including equipment, personnel, subcontractors, and construction materials; determine labor requirements; select and oversee subcontractors; determine appropriate sources for construction materials; oversee the delivery of materials, tools, and equipment; ensure resources are used efficiently and effectively; and obtain necessary licenses and permits.
• Supervise the planning of design and/or construction work; ensure the accuracy of the project team's analysis of project drawings, specifications, project schedule, environmental requirements, and quality expectations.
• Analyze project profitability, revenue, and margins.
• Prepare project budget and track time and expenses against the budget.
• Serve as the point of contact for clients.
• Code and determine payment of all project-related invoices and timesheets.
• Prepare periodic progress reports outlining materials used, costs, and work schedule adjustments.
• Oversee the documentation and retention of information related to project start-up, commissioning, contracts, completion reports, as-built documentation, and project closeout.
• Oversee project progress at work sites, including conducting multi-day visits and overnight stays as needed, and ensure project milestones are completed on schedule.
• Monitor compliance with applicable municipal, state, and federal regulations.
• Ensure job-required reporting is received and thorough, to include safety reports, daily updates, photographs, timecards, etc.
• Ensure projects are executed safely in accordance with contract requirements and actively support Company’s Health and Safety Program.
• Monitor on-site safety compliance and audits and suspend or modify work practices as necessary to address unsafe conditions or regulatory requirements.
• Work with Company Safety personnel to resolve health and safety concerns that cannot be resolved at the site level.
• Verify required safety equipment is provided and used and serve as a point of contact for employees to raise health and safety concerns.
• Ensure projects are delivered in accordance with contract quality requirements by working with the Site Superintendent and Site Quality Manager to verify work is performed and installed as specified and providing Quality Control staff with the equipment and personnel necessary to support quality work.
• Work as a “team player” with co-workers in a respectful and supportive manner.
• Direct the work of and oversee Project Coordinators on the completion of project support tasks.
• Seek and participate in development and training opportunities.
• Participate in periodic management meetings.
• Work in a constant state of alertness and in a safe manner.
• Perform other duties as assigned.
• This position has supervisory responsibilities and provides direction and oversight to project staff, support staff, administrative staff, design team members, and key subcontractor personnel assigned to its projects. The Project Manager also reviews and approves timesheets for employees under its supervision and ensures time is accurately recorded in accordance with project requirements and Company policies.
