About The Position

We have multiple openings for Project Managers to lead project-management activities and support the planning and successful execution of high-impact technical projects addressing critical national security challenges. You will serve as a key project-management resource for milestone-driven research and development efforts in a fast-paced, multidisciplinary environment. Working closely with Associate Program Leaders, Principal Investigators, technical staff, and other project stakeholders, you will help organize project teams and coordinate schedules, budgets, milestones, risks, resources, agreements, reporting, and technical communications to enable successful project execution on aggressive timelines. You will contribute to a growing portfolio of national security research and development initiatives in areas such as cyber-physical systems assurance, national security infrastructure, supply chain security, and disaster resilience. This position provides an opportunity to apply project-management, technical, and operational expertise to first-of-a-kind national security work while helping technical teams effectively organize, plan, coordinate, and execute complex activities. This position is in the National Security Engineering Division within the Engineering Directorate. Depending on your assignment, this position may offer a hybrid work arrangement, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week. These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

Requirements

This position requires an active DOE Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
Bachelor’s degree in cybersecurity, computer science, project management, business, engineering, or a related technical field, or the equivalent combination of education and related experience.
Comprehensive knowledge of project-management concepts, practices, and tools, with broad experience applying project-management principles, theories, concepts, and techniques to technical or operational projects.
Comprehensive experience independently coordinating established project schedules, budgets, milestones, deliverables, resources, risks, agreements, documentation, and other project execution activities.
Experience supporting project team organization and resource coordination, including aligning schedules, assignments, dependencies, and project needs across multidisciplinary teams.
Experience organizing and prioritizing parallel project activities with well-defined priorities and applying independent judgment to develop approaches and recommend process improvements within established practices and procedures.
Experience gathering and synthesizing technical or operational information and developing project reports, presentations, proposals, milestone documentation, or decision-support materials.
Proficient verbal and written communication skills necessary to effectively collaborate in a multidisciplinary team environment and present and explain technical or operational information.
Effective interpersonal and organizational skills necessary to coordinate activities across organizational boundaries and work with technical staff, project leadership, management, external collaborators, and other stakeholders.
Ability to travel as required to support project activities and collaborations.
Advanced knowledge of project-management and technical or operational practices, with significant related experience independently coordinating complex project activities, resolving project execution issues, and developing recommendations to inform project decisions.
Significant experience working under minimal direction to prioritize parallel activities, develop approaches to less-defined assignments, exercise independent judgment, and provide project leadership or guidance to other personnel.
Advanced communication and interpersonal skills necessary to provide advice to management and stakeholders, guide and mentor less-experienced staff, and effectively coordinate work across multidisciplinary and organizational boundaries.

Nice To Haves

Master’s degree in cybersecurity, computer science, project management, business, engineering, or a related technical field.
Project Management Institute certification or equivalent project-management credential.
Experience supporting DOE, Department of Defense, other national security programs, or multi-institution research and development efforts, including applicable reporting requirements and process-improvement initiatives.

Responsibilities

Lead day-to-day project-management activities for milestone-driven technical projects across cyber and infrastructure domains, including schedules, deliverables, dependencies, resources, budgets, risks, and project documentation.
Advise and support Associate Program Leaders and Principal Investigators in project team organization, resource coordination, budget tracking, scheduling, milestone planning, risk mitigation, and progress toward technical and programmatic objectives.
Gather, analyze, and synthesize scientific and technical information for project reports, proposals, milestone deliverables, sponsor communications, and decision briefings.
Coordinate technical and operational communications among project teams, collaborators, management, sponsors, and other stakeholders to support timely and effective project execution.
Identify and recommend improvements to established project-management and operational principles, methods, and tools to improve project execution, workflow, documentation, team coordination, and organizational processes.
Coordinate documentation, schedules, deliverables, funding information, and other activities associated with contracts, subcontract-related efforts, collaboration agreements, and external project partnerships.
Implement, maintain, and contribute to the improvement of project-management frameworks, tools, processes, and practices used to monitor budgets, schedules, resources, risks, milestones, and project performance.
Organize and facilitate project and team meetings, including schedules, logistics, agendas, presentation materials, decisions, action items, and follow-up activities.
Coordinate with staff and project-management personnel at other national laboratories and partner organizations to support communication, planning, team organization, resource coordination, milestones, and execution of multi-laboratory projects and consortia.
Perform other duties as assigned.
Conduct complex technical and operational project-coordination activities under minimal direction, developing approaches, priorities, and solutions necessary to support successful completion of project milestones and deliverables.
Perform independent technical and operational analyses, synthesize project information, and develop recommendations to inform strategic project decisions involving schedules, budgets, resources, risks, priorities, and execution approaches.
Analyze and resolve complex project execution issues requiring in-depth analysis, ingenuity, and creative application of established project-management, technical, and operational methods.
Coordinate and prioritize multiple parallel activities involving competing requirements, changing priorities, or less well-defined assignments, and provide project leadership for defined activities by coordinating contributors and guiding execution toward project objectives.
