About The Position

The City of Oxnard's City Manager's Office is seeking a Project Manager that possesses strong analytical and project management skills to be part of the team. This individual must have a positive, relational, and energetic leadership style with a willingness to take a "hands-on" approach for creative project management, as well as the ability to collaborate across departments and synthesize large quantities of information to develop and recommend comprehensive solutions regularly. The ideal candidate will be a strong communicator with a background in public sector projects and be familiar with project management best practices. This position will be assigned highly visible, outward-facing projects that will involve working closely with both internal City departments and various stakeholders across the City, including local businesses, non-profits, citizen groups, residents, and educational institutions.

Requirements

  • Associate’s degree (or 60 units working towards a Bachelor’s Degree) in business administration, finance, accounting or a related field, and four (4) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or an Administrative Services Specialist, Senior with the City of Oxnard in area of assignment; OR Bachelor’s degree in business administration, finance, accounting or a related field, and two (2) years paraprofessional-level experience comparable to an Administrative Services Coordinator/Support Supervisor or Administrative Services Specialist, Senior with the City of Oxnard in area of assignment.
  • Must be able to effectively communicate in English, both orally and in writing.
  • Proficient and comfortable with computer use to perform functions associated with on-going work (Microsoft Office/Google, web-based enabled tools).

Responsibilities

  • Act as the project manager for a variety of complex interdepartmental programs and projects; oversee and coordinate assigned programs and projects, activities and operations including project budgets; implement and monitor assigned programs and projects; document related stages, steps and procedures of assigned programs and projects; ensure compliance with contract specifications.
  • Coordinate the activities and oversee the work of outside consultants; meet with contractors, boards, commissions, and city staff to identify and resolve problems; review and evaluate work products, methods, and procedures.
  • Serve as a liaison with the public, vendors, consultants, developers, public agencies and City staff regarding assigned projects.
  • Prepare complex memoranda, letters, staff reports, and administrative guidelines pertaining to assigned programs and projects; coordinate, manage and document meetings; prepare and present oral staff reports at the Planning Commission and City Council meetings.
  • Answer questions and provide information to the public; research information; interpret data and explain requirements, regulations, and procedures to citizens on assigned projects.
  • Conduct research and analysis into policy and legislative issues, synthesize the findings and make recommendations to the City Manager, Staff, and/or City Council.
  • Represent the City Manager’s Office with both public and private organizations.
  • Serve as the staff liaison for a City legislative body (or the City's Inter-Neighborhood Council Organization) including attendance at twice-monthly evening hours meetings.
  • May serve on, or may chair interdepartmental committees, task forces, or neighborhood councils.
  • Performs professional financial, managerial and/or operational analysis work and/or provides program coordination and administration of assigned projects.
  • Responds to inquiries from internal and external customers with a customer service approach; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated projects and programs; troubleshoots issues, resolves problems, identifies solutions; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams.
  • Monitors and ensures compliance with policy, procedures, standards and/or regulations.
  • Gathers information, analyzes and synthesizes data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, marketing materials and databases; provides recommendations and implements solutions in support of assigned projects and programs.
  • Provides analytical support and coordination of special projects, as assigned.
  • Performing management analysis and policy support; Developing, designing, coordinating and implementing projects and programs; Managing projects; Conduct financial analyses; Administering contracts; Preparing agenda items for City council and other boards and commissions; Compiling and analyzing data; Preparing complex reports; Public speaking, in a city, committee, partner agency or public meeting format; Representing the city in professional meetings and/or with other agencies; Writing grant applications; Liaison and relationship building with the public, City Staff, and partner agencies; Conducting surveys; Developing, refining and recommending policies and procedures; Participating in the design of new and revised projects, programs, systems, procedures and methods of operations; Coordinating and reviewing transactions; Performing injury/accident investigations.
