About The Position

Under general direction, performs work of reasonable difficulty planning, coordinating, and managing a variety of complex construction and maintenance projects through their entire project lifecycle. This role involves planning, coordinating, managing, and inspecting complex, County-wide capital construction and maintenance projects. The Project Manager will assist in preparing, reviewing, and managing project bids, and perform on-site inspections. Collaboration with utilities, other government agencies, and departments is crucial for executing project design, planning, and construction. The position provides guidance and oversight for all project phases, including initiation, monitoring, and close-out, ensuring compliance with Federal, State, and County requirements, codes, and regulations. Responsibilities also include tracking project expenditures, reviewing invoices, recommending fund dispersals, maintaining project documentation, and ensuring project goals and contract requirements are met. Special research assignments and report preparation for management are also part of the duties.

Requirements

  • Bachelor’s Degree in Civil Engineering, Construction Management; or related field.
  • A minimum of three (3) years of progressively responsible experience in project management.
  • An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.
  • Must possess a valid Arizona driver’s license.
  • Knowledge of principles and practices of project management.
  • Knowledge of Federal, state, and local laws, codes, and regulations.
  • Knowledge of contract administration principles and techniques.
  • Knowledge of research and reporting methods, techniques, and procedures.
  • Knowledge of business English, spelling, grammar, punctuation, and composition.
  • Knowledge of research techniques and report writing.
  • Knowledge of current Microsoft Office software.
  • Knowledge of filing and recordkeeping.
  • Skill in managing multiple projects at the same time.
  • Skill in research, development, and recommendations.
  • Skill in establishing and maintaining a variety of filing, record keeping, and tracking systems.
  • Skill in communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
  • Skill in organization and adherence to detail.
  • Ability to prioritize work, meet deadlines, and make independent decisions.
  • Ability to provide exceptional customer service, demonstrating tact and diplomacy.
  • Ability to keep management informed of key operating issues affecting the department.

Responsibilities

  • Ensures project goals and contract requirements are met.
  • Conducts special research assignments, gathers data, and prepares reports for consideration by management or special committees.
  • Performs other job-related duties as assigned.
