About The Position

Aldevra is seeking a qualified Project Manager to support the Department of Veterans Affairs (VA) in Waco, TX. The ideal candidate will possess a positive attitude, strong attention to detail, clear communication skills, and a willingness to be adaptable. This role is contingent upon contract award. The Project Manager will represent VHA professionally, providing sound management advice on assigned projects, controlling schedule and budget to achieve best value. Proactive problem-solving to minimize claims and delays is essential, as is diligent oversight to ensure work conforms to all applicable requirements. Collaboration with stakeholders, including VHA authorities and compliance committees, is necessary to de-conflict standards and reach consensus. Continuous schedule review and adjustment, with recommendations for accelerating critical path items, are key responsibilities. The role involves facilitating, managing, and documenting project meetings, as well as managing construction and construction administration documents, correspondence, and as-builts. Deliverables include a project management plan with various sub-plans (communication, schedule, quality assurance, risk management) and Project Tracking Reports for the VHA Capital Assets database. Other duties as assigned.

Requirements

  • Must be able to obtain a PIV badge.
  • This position requires passing an extensive background check.
  • Ability to work with schedules that may include days, nights, weekends, and holidays.
  • Ability to routinely walk through active construction areas and healthcare facilities.
  • Ability to stand and walk for extended periods during site visits, inspections, meetings, and field investigations.
  • Ability to safely navigate construction environments, including uneven surfaces, stairs, temporary walkways, and areas with construction-related hazards.
  • Ability to sit and work at a computer for extended periods.
  • Ability to work under pressure and respond appropriately to construction emergencies, delays, and unexpected problems.
  • Ability to understand and comply with VA policies, OSHA requirements, applicable codes, standards, and contract requirements.
  • Ability to analyze proposed changes and determine their potential impact on cost, schedule, scope, and project requirements.
  • OSHA 30 certification
  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, Engineering, Project Management, or a closely related field and five (5) years of project management experience or, in lieu of a degree, a minimum of ten (10) years of project management experience.
  • Experience monitoring project budgets, obligations, expenditures, cost projections, payment applications, change orders, cost estimates, and financial status.
  • Experience developing, reviewing, maintaining, and analyzing construction schedules, including critical path, milestones, delays, sequencing, phasing, and recovery/acceleration plans.
  • Valid Real-ID state-issued driver's license
  • Excellent verbal communication skills and telephone manner
  • Excellent and accurate written communication
  • Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required
  • Excellent attention to detail; accurate data entry
  • Customer Focused and team-oriented work ethic
  • Able to multi-task efficiently and accurately, focusing on quality

Nice To Haves

  • Experience with federal construction, VA projects, healthcare construction, or other highly regulated facilities would be highly valuable.

Responsibilities

  • Work with the VISN, Health Care System, building occupants, architect-engineers (VHA hired designers), and construction contractors (VHA hired constructors)
  • Represent VHA in a professional manner and provide sound management advice regarding work performed on assigned projects
  • Achieve the best value in the work being performed by controlling schedule and budget
  • Proactive in helping to resolve problems and minimize claims taking all reasonable measures to anticipate problems and delays and to minimize or eliminate their adverse impact on project completion
  • Take the initiative and act to mitigate circumstances that could lead to claims, resolve conflicts promptly, and keep the Government advised of any potential disputes
  • Exercise all due diligence, utilizing competent personnel within authorized limitations, to make certain that work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans and specifications)
  • Work with all stakeholders, including VHA authority having jurisdiction and compliance committees to de-conflict standards and develop consensus on appropriate solution to move project forward
  • Continuously review schedules and adjust based on the progress of work and make specific recommendations for prioritizing and accelerating critical path items
  • Facilitate, manage and document all project meetings to keep stakeholders and integrated project team members informed
  • Manage construction and construction administration documents, correspondence, and as-builts
  • Deliverables include a project management plan, including the communication plan, schedule management plan, quality assurance plan, risk management plan, and Project Tracking Reports in the VHA Capital Assets database
  • All other duties as assigned
