About The Position

The Department of Enterprise Services (DES) provides centralized business services to state government agencies, other public entities, and Washington residents. The Facility Professional Services (FPS) Division offers professional public works project management, energy efficiency, and facility planning services. This is a senior-level role within the Engineering & Architectural Services (EAS) Program. As a Project Manager, you will lead the planning, design, and construction of complex public works projects from concept to completion. You will partner with clients to develop capital project budgets and biennial appropriation requests, assist with project assignments, and direct private design firms in creating facility specifications. You will oversee project schedules, cost controls, cost estimates, and construction contract administration, while serving as a primary backup for fellow project managers. Additionally, you will drive continuous improvement by embedding Lean principles into daily operations to streamline processes, deliver exceptional customer service, and reduce the overall cost of government operations. This is a home-based hybrid position, with the requirement to come into the office and travel to project sites as needed. This recruitment will be used to fill multiple positions located within Western, Central, and Eastern, Washington.

Requirements

  • Eight (8) years of combined experience and/or education that demonstrates competency in architecture, engineering, construction management, or construction administration.
  • Qualifying experience includes leading capital and construction projects from design through completion, managing scope, budgets, schedules, technical document reviews, and regulatory compliance; along with coordinating with contractors and stakeholders while driving quality assurance, resource allocation, and long-term facility and infrastructure planning.
  • Qualifying education includes major study in architecture, engineering, or construction management.
  • Four (4) years of professional experience in architecture, engineering design, or facility construction.
  • Knowledge of Architectural and engineering design practices for public facilities, alongside knowledge of program management for concurrent public works and contract administration across various procurement methods.
  • Knowledge of Construction cost estimating, government administrative structures, state public works laws, and compliance with building, energy, land use, and environmental regulations.
  • Knowledge of Stakeholder engagement and customer relations, supported by proficiency in project scheduling, spreadsheet, and standard office software.
  • Skills to Adapt smoothly to dynamic business environments, exercise sound strategic thinking, take full accountability, and interpret organizational policies.
  • Skills to Build and maintain strong collaborative relationships across internal divisions and with external stakeholders, tribal, federal, state, and local officials, and the public.

Nice To Haves

  • A Registered Architect OR Professional Engineer licensed in the state of Washington or in a state having reciprocity.
  • Working knowledge of Comprehensive, master, capital improvement, operational, and maintenance planning, along with financial management strategies and capital budget development using OFM instructions and processes.
  • Working knowledge of Preservation of public and historic state-owned assets, project documentation management, and state goods and services procurement regulations.
  • Working knowledge of Compliance enforcement with federal building, NFPA, ASME, ANSI, and energy codes, land use regulations, public agency construction laws, and SEPA review and approval processes.
  • Working knowledge of Sustainable design practices, including LEED Silver (or higher) objectives, Net-Zero/Zero-Energy building principles, constructability checks, lifecycle cost analyses, and QA/QC reviews for architectural, engineering, and landscaping plans.
  • Working knowledge of Facility and project technologies, including GIS, AutoCAD, CMMS software, and database management, alongside construction claim and dispute resolution techniques.

Responsibilities

  • Serve as the principal project manager delivering end-to-end management for capital public works projects from initial development through design, construction, and closeout.
  • Provide client agencies with technical guidance to solve complex facility issues, steward capital projects, and assist in developing capital budgets.
  • Oversee project planning, scheduling, budget management, and the implementation of design decisions throughout the project lifecycle.
  • Administer and manage construction contracts for the new construction, repair, and alteration of state facilities and infrastructure.
  • Review and approve bid documents, specifications, consultant cost estimates, change orders, contract amendments, and key project milestones.
  • Resolve issues regarding project close-out, substantial completion, punch list items, and warranty claims.
  • Concurrently manage architectural and engineering contracts, consultant fee negotiations under OFM guidelines, and professional design services from initial project scoping through bidding, construction administration, and closeout.
  • Review and approve bid documents, specifications, and cost estimates while tracking key construction documentation, including RFIs, ASIs, and Field Authorizations.
  • Other duties as needed.
