About The Position

This position functions as Project Manager in a dynamic setting where priorities change quickly requiring flexibility and the ability to respond accordingly. Actively manage the development, design and construction of utility projects for remote rural communities in Alaska. Request bid proposals and establish contracts for planning, engineering, and construction services. Manage progress by establishing and monitoring project milestones. Establish quality assurance/quality control by providing or overseeing work plans, review of material submittmits, invoice approval, daily reports, inspections, and commissioning. Provide and collect all reports required to meet operational, financial, regulatory and contract requirements. Coordinate construction schedules to the best advantage of the cooperative balancing priorities of construction activities with ongoing utility operations. Assist in work plan development with engineering and operations personnel. Travel to communities via small single engine aircraft to inspect and or oversee construction work. Work outside of normal office hours as required to ensure projects stay on schedule.

Requirements

  • Bachelor's degree in Management, Engineering, or related discipline
  • Five or more years of progressive experience
  • Project Management Professional certification
  • Must be at least 18 years of age
  • Proven ability to solve problems creatively
  • Strong familiarity with project management software tools, methodologies, and best practices
  • Experience seeing projects through the full life cycle
  • Excellent analytical skills
  • Strong interpersonal skills to establish trust and credibility internally and externally and resourcefulness
  • Proven ability to complete projects according to outlined scope, budget, and schedule
  • Excellent and efficient communication skills, both verbal and written, as well as good organizational skills
  • Ability to read and accurately interpret technical drawings, specifications, and plan documents
  • Ability to read and accurately interpret regulatory and contract documents
  • Ability to work with multicultural and multilingual clients and individuals requiring great patience and consistently calm emotional demeanor
  • Proficient in use of computer programs including Microsoft Office Suite, Microsoft Project, and Adobe Project scheduling and project budgeting/cost controls
  • Demonstrated planning, organizing, and prioritizing skills
  • High degree of flexibility to meet multiple and changing priorities
  • Ability to adapt to change and work efficiently under pressure

Responsibilities

  • Determine and define project scope and objectives.
  • Predict resources needed to reach objectives and manage resources in an effective and efficient manner.
  • Prepare budget based on scope of work and resource requirements.
  • Track project costs in order to meet budget.
  • Develop and manage a detailed project schedule and work plan.
  • Communicate effectively with community stakeholders, contractors, agencies, and staff.
  • Provide project updates on a consistent basis to AVEC managers and various stakeholders about strategy, adjustments, budget, and schedule.
  • Identify and quantify risks that may affect scope, schedule, costs, and quality of projects, and recommend mitigation strategies to AVEC management.
  • Provide presentations and reports to communities, contractors, agencies, and staff.
  • Negotiate fees with contractors and consultants as needed to ensure the greatest value is delivered to AVEC and its members.
  • Develop requests for proposals and administer bid selection processes.
  • Manage consultants for design and construction services.
  • Prepare Task Orders for design and construction projects.
  • Manage contractors' production and performance to assure compliance with project goals, quality standards, and contract documents.
  • Track procurement shipment and delivery of project materials, including coordination with vendors, shippers, and customs.
  • Collaborate with department on pursuing grant funding opportunities.
  • Collaborate with Grant Accountant for reporting requirements and meeting reporting deadlines to state, federal or other funding sources as required on a project-by-project basis.
  • Coordinate with Engineering and Operations to establish construction schedules that best fit ongoing utility operations.
  • Work with Management team to establish capital project priorities and help secure funding to meet priorities.
  • Work closely with and support the Department Manager on special projects as needed.
