About The Position

We are seeking an experienced Project Manager to lead a high-impact contract supporting the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)). This role provides overall management and oversight of contractor personnel supporting the Project Management Resource Tool (PMRT) program, which enables program offices to manage financial and programmatic data, automate processes, and provide data visualization for senior-level decision-making. The ideal candidate is a certified project management professional with a proven track record managing Department of Defense (DoD) or Department of the Army (DA) financial and acquisition programs. This position serves as the single accountable manager for task order performance and acts as the primary interface with government leadership, including the Contracting Officer's Representative (COR) and the Technical Point of Contact (TPOC). This is a non-personal services contract position. The Project Manager reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from government stakeholders.

Requirements

  • U.S. citizen with a current active Secret security clearance.
  • Current project or program management certification such as PMP or PgMP.
  • Minimum of five years of recent experience managing programs or supporting DoD financial systems of comparable size, scope, and complexity within the last seven years.
  • Comprehensive knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Hands-on experience with GFEBS and other defense business and accounting systems.
  • Maintain CMMC Level 1 status.
  • Exceptional leadership abilities with a track record of leading cross-functional teams.
  • Ability to communicate effectively with senior government leadership.
  • Strong judgment and the ability to make independent decisions to accomplish goals.

Responsibilities

  • Serves as the single accountable manager for all task order performance, ensuring disciplined execution of approved plans, schedules, and governance processes.
  • Acts as the primary interface with government stakeholders, including the GSA AAS COR, ASA(ALT) TPOC, and other program authorities.
  • Directs and coordinates cross-functional contractor teams operating across multiple locations.
  • Provides regular status briefings to Government leadership on cost, schedule, performance, and risk, with a focus on timely communication, issue escalation, and resolution in support of Government decision-making.
  • Manages and oversees all activities performed by contractor personnel and subcontractors, ensuring compliance with all Performance Work Statement requirements and deliverables.
  • Develops and implements Transition-In and Transition-Out plans.
  • Coordinates the Project Kick-Off Meeting and bi-weekly Technical Status Meetings.
  • Prepares Monthly Status Reports including risk registers and performance metrics.
  • Maintains visibility into accumulated and projected costs, invoiced amounts, and labor utilization.
  • Administers quality management in accordance with the approved Quality Control Plan.
  • Manages risk registers, implementing corrective actions as required.
  • Ensures all deliverables meet Section 508 compliance requirements.
  • Oversees personnel leave/absence planning and replacement procedures.
