About The Position

The National Research Council (NRC) is Canada's largest research and innovation organization, dedicated to pushing the boundaries of science and engineering. The NRC plays a crucial role in the Government of Canada's Defence Industrial Strategy, accelerating research and innovation to help Canadian businesses develop leading-edge technologies. This Project Manager role is within the Office of Facilities Renewal Management (OFRM), which leads the prioritization of NRC facility recapitalization projects and delivers research facilities and real property renewal projects. The OFRM supports the NRC's transformation into an advanced research and technology organization. The Project Manager will report to the Senior Project Manager, Project Management Office (PMO) and will provide project management support for the development of project charters and management plans for scientific facilities and/or real property projects. They will ensure projects are delivered on time and within budget, meeting stakeholder expectations. This role involves working within a multi-disciplinary team in a matrix environment, collaborating with subject matter experts, and liaising with internal and external stakeholders. The incumbent will prepare project charters, management plans, status reports, and other required documents, and monitor project progress and budgets.

Requirements

  • University degree in engineering, project management, or in another field that is relevant to the duties of this position.
  • Recent and significant experience managing the delivery of complex scientific, institutional, industrial infrastructure, or real property projects.
  • Significant experience in the identification and review of site specific hazards, development and/or review of construction specific safety plans; and ensuring contractor adherence to federal and provincial safety standards, guidelines, and best practices.
  • Significant and recent experience coordinating and providing oversight on multi-trade construction projects.
  • Experience defining construction sequencing, reviewing constructability and providing recommendations.
  • Experience working collaboratively in multi-disciplinary teams with a variety of stakeholders including: consultants, contractors, sub-contractors, staff and partners.
  • Recent and significant experience in the application of project management principles and the adoption of best practices.
  • Advanced knowledge of project management theory, procedures and practices.
  • Ability to use project management software tools for scheduling, cost tracking, and reporting purposes, such as: Excel, PowerPoint, Primavera or Microsoft Project.
  • Knowledge of techniques for conducting and leading project management activities such as: developing project charters and management plans, budgets, costing, risk management, reporting, contracting and contract negotiation.
  • Extensive knowledge of the construction industry, specifically in the management of scientific and/or institutional and/or industrial infrastructure and/or real property projects.
  • Ability to create detailed project plans, coordinate team activities, run team meetings, track progress and communicate with stakeholders (internal and external).
  • Knowledge of Occupational Health and Safety Act for construction projects including safety standards and practices.

Nice To Haves

  • Formal designation as a Project Management Professional (PMP) from the Project Management Institute (PMI) could be considered an asset.
  • Experience managing projects in a Research and Technology environment.
  • Experience in procurement within the Federal Government.

Responsibilities

  • Provide project management support for the development of project charters and project management plans for scientific facilities and/or real property projects.
  • Ensure that assigned projects are delivered, that schedules and budgets are adhered to, and stakeholder expectations are met.
  • Prepare project charters, project management plans, status reports and all required documents to comply with OFRM framework requirements.
  • Support OFRM performance planning by monitoring the day-to-day progress and budget of the projects as well as other related activities.
  • Coordinate and provide oversight on multi-trade construction projects.
  • Define construction sequencing, review constructability and provide recommendations.
  • Work collaboratively in multi-disciplinary teams with a variety of stakeholders including: consultants, contractors, sub-contractors, staff and partners.
