About The Position
The State of South Carolina seeks a Project Manager – Project Lead to establish and oversee the Office of Compliance Assistance. This role will manage all aspects of program setup, including IT implementation, data system development, process design, and stakeholder coordination. This is a rebid position (Repost of ID 8327), now updated with a revised title and bill rate. Candidates previously submitted to posting 8327 may be resubmitted under this new posting (ID 8360).
Requirements
- Bachelor’s degree.
- Proven experience managing large projects of moderate to high complexity and risk.
- Minimum of 20 years of experience implementing South Carolina environmental programs.

Responsibilities
- Define project scope, objectives, and deliverables by reviewing project proposals and establishing timelines, budgets, and procedures.
- Manage and coordinate multiple large-scale, multi-agency projects from inception through completion using standard project management methodologies.
- Identify, assess, and mitigate project risks to ensure timely and successful delivery.
- Develop and execute comprehensive communication plans involving agency leaders, elected officials, regulated entities, and the public.
- Prepare and present regular project updates and performance reports to sponsors and stakeholders.
- Manage procurement activities, including RFP development, vendor selection, and contract negotiations.
- Oversee project documentation, quality assurance, and compliance with federal and state laws and agency standards.
- Provide training and mentorship on project management best practices.
