About The Position

The City of Toronto's Municipal Licensing and Standards (MLS) Division is seeking a Project Manager, Policy and Strategic Support to join their Business Transformation team. This team focuses on modernizing by-laws, processes, and technology through System Modernization and By-law and Strategic Business projects to improve staff support, customer service, and efficiency. The role involves planning and implementing complex organizational, operational, and culture change projects, which can be strategic or technology-focused. The successful candidate will develop and lead the implementation of detailed schedules, resource, budget, and communication plans, ensuring projects are delivered on time, within scope, and on budget. This role requires adaptability to changing industry and customer needs, strong organizational and time management skills to manage competing demands, and the ability to lead diverse teams. Political acumen, public relations, and partnership-building skills are essential for managing stakeholders, risks, and emerging issues. The role also involves facilitating business and technology solutions, conducting assessments, and making recommendations to senior management for service optimization and technology modernization. Excellent written and verbal communication skills are necessary for preparing reports and project documentation. The position requires staying current with City priorities, industry trends, and assessing the impact of new legislation.

Requirements

  • Post-secondary education in Information Technology, Business Administration, Project Management, Public Policy, etc. or an equivalent combination of education and/or relevant experience.
  • Considerable experience managing/leading teams through the planning and implementation of complex policy, technology, or transformation/change initiatives.
  • Considerable experience preparing briefing notes, reports and presentations to project teams and senior management, clearly and concisely.
  • Experience in project management, delivering short- and long-term initiatives while effectively balancing a range of internal and external stakeholder interests.
  • Excellent interpersonal, consensus-building, consultation, and negotiation skills.
  • Ability to make sound decisions.
  • Familiarity with government legislation in the areas of occupational health and safety.
  • Knowledge of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
  • Strong knowledge of various software applications, including MS Office (Project, Visio, Excel, Word, and PowerPoint).

Nice To Haves

  • Certification in Project Management to PMI, Agile, Prince2 or other industry standard is an asset.
  • Experience with tools like Confluence and JIRA is an asset.

Responsibilities

  • Plan and implement complex organizational, operational and culture change projects that may be strategic or technology-focused.
  • Develop and lead the implementation of detailed schedules, resource, budget, and communication plans.
  • Ensure projects are delivered on time, in scope and on budget.
  • Manage assigned projects and provide direction to a diverse team of professional and/or support staff.
  • Ensure effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.

  • Identify and manage divisional and other public and private sector stakeholders.
  • Manage risks and emerging issues, and negotiate delivery throughout the project lifecycle.

  • Lead and conduct current and future state assessments and cost benefit analyses.
  • Identify opportunities for optimizing operational efficiencies, delivering customer centric services, and ensuring cost effectiveness for long-term sustainment.
  • Make recommendations to senior divisional management regarding service optimization, technology system modernization plans and strategies for sustainment and continual enhancement.
  • Prepare briefing notes, reports, and project artefacts for reporting, gating, and budget approvals.
  • Ensure currency with City and divisional priorities and objectives, as well as relevant industry technology and business practice directions.
  • Assess new legislation for financial, business process, human resources, and information technology impact on the Division and/or the City.
