This role is for a Project Manager within the Planning, Permitting and Licensing practice, based in Norcross, GA. The primary focus is to support a growing energy practice (oil and gas, data centers, renewables) by managing environmental reports, complex field and desktop assessments, and environmental permitting. The position plays a significant role in maintaining project quality and profitability, involving budget, scope, and schedule management. Responsibilities include leading solicitation requests, managing medium to large-scale, multi-disciplinary projects, and fostering client relationships. Key tasks involve leading FERC Environmental Reporting, NEPA environmental planning (Environmental Assessments and Environmental Impact Statements), and permitting efforts with USACE (wetland/stream delineations, CWA Section 404, ESA assessments), as well as state and local permitting. The role also includes mentoring staff on technical delivery, quality, and project financials, and driving business development for environmental planning and permitting services, with an aim to cross-sell TRC's other sector services. Approximately 25% of the work time may involve out-of-town travel.

Requirements

  • Bachelor of Science/Arts degree in biology or a related field (i.e., ecology, wildlife biology, aquatic biology, botany, zoology, environmental science, natural resources management).
  • 10 to 15 years of experience performing and managing environmental planning, permitting, and licensing projects with a focus on energy projects.
  • Strong verbal, written, presentation, and client management skills.
  • Demonstrated ability leading and managing complex projects.
  • Goal-oriented, quality-focused, and demonstrated success with creating and fostering a team environment.
  • Local regulatory experience in the Southeast with USACE, USFWS, State Wildlife and Natural Resource Agencies, and Local Governments.
  • NEPA experience completing Environmental Assessments and/or Environmental Impact Statements.
  • Demonstrated experience as a primary author on natural resources reports for a variety of agencies and project types/sizes.
  • Proven track record with business development, business management and oversight of regional businesses.
  • Experience managing cross-disciplinary scientific and engineering teams and front-end project development projects.
  • Strong business acumen and attributes.

Responsibilities

  • Manage environmental reports and complex field and desktop assessments, and environmental permitting for a growing energy practice.
  • Maintain quality and profitability on TRC’s projects.
  • Develop, monitor, and adhere to budget, scope, and schedule for tasks and projects.
  • Lead solicitation requests working with technical teams, operations, and market directors.
  • Manage medium to large-scale, often multi-disciplinary projects and maintain productive working relationships with clients.
  • Lead FERC Environmental Reporting efforts.
  • Lead applicant prepared and/or third-party environmental planning pertaining to NEPA to meet requirements/regulations for project advancement, including preparation of Environmental Assessments and Environmental Impact Statements.
  • Lead permitting efforts with the USACE wetland/stream delineations, CWA Section 404 permitting and ESA threatened and endangered species habitat assessments.
  • Lead state and local permitting efforts.
  • Mentor and coach staff on technical delivery, quality, and project financials.
  • Sell environmental planning and permitting services for energy clients and cross-sell TRC’s Sector Services.
  • Travel out-of-town approximately 25% of the time.
