About The Position

The IT Planning & Governance team is part of the Business Capability Enablement (BCE) group, which facilitates IT team planning and oversees cross-team projects. This team establishes, monitors, and manages the governance approach for the IT team, ensuring effective information flow for decision-making. Additionally, the team manages budgeting, planning, and reporting for IT software, hardware, and associated services, which constitute the largest cost center at the CMPA. The team also coordinates and maintains significant technology vendor relationships and is responsible for all IT-related contracts. Reporting to the Manager, IT Planning & Governance, the Project Manager provides leadership and guidance for assigned projects aligned with IT team goals. This includes planning and executing large, complex projects in diverse IT areas. The incumbent collaborates closely with the IT Planning & Governance team, Project Coordinators, and departmental leadership, while maintaining strong stakeholder relationships to ensure support and sharing across teams. The Project Manager is responsible for determining project resource requirements, establishing team and governance structures, developing project plans and budgets (including work plans, communication plans, change management plans, and training strategies), managing project risks, resolving issues, and tracking/reporting on delivery. This role involves implementing project management frameworks, developing resource requirements, chairing project meetings, monitoring and resolving project-related issues, executing regular project team reviews, coordinating project-specific training, establishing project timelines, overseeing project team deliverables, and providing project briefings and recommendations. The Project Manager also coordinates post-implementation activities. This role requires a versatile professional with a blend of technical expertise and project management skills, playing a crucial role in overseeing IT projects and managing technical teams. The ideal candidate is passionate about project management, highly organized, enjoys building systems and processes for efficiency, excels at building relationships across various roles and seniority levels, and thrives on delivering exceptional service.

Requirements

  • Minimum 4 year Bachelor's degree in a relevant field of study (i.e. Engineering, Computer Science, Business Administration, etc.)
  • Minimum 7-10 years of experience leading and managing projects in an IT environment
  • Experience managing multiple, concurrent projects involving cross-functional groups including planning, coordination, risk mitigation, and successful project delivery
  • Proven experience managing projects using Hybrid, Waterfall and Agile approaches, with the ability to adapt strategies based on project needs while balancing structure and flexibility
  • Experience working with senior decision makers, staff, and a variety of stakeholders
  • Strong change management and facilitation skills developed on a significant project or within a large organization
  • Familiarity with issue management tools such as JIRA for tracking sprints and issues
  • Excellent verbal and written communication skills with strong ability to effectively communicate complex subjects

Nice To Haves

  • Designation or certification in Project Management or Process Improvement (e.g. PMP, Six Sigma, etc.) an asset
  • Experience working within a healthcare organization an asset

Responsibilities

  • Provides subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation, and other areas of expertise based on established project management techniques.
  • Coordinates and/or develops project management framework(s) including governance structure, roles and responsibilities, issue resolution processes, communication plans, and training strategies.
  • Develops and documents project charters, project plans, work plans (including internal and external dependencies), and resource and time estimates for assigned projects.
  • Prepares risk management plans and actively monitors and manages risks through the project.
  • Supports the development of the business case, business objectives, and budget at project initiation and reviews and refines them throughout the project’s life cycle.
  • Defines metrics with stakeholders to measure project performance.
  • Ensures the execution of work plans, communication plans, and change management plans. Provides project-related recommendations to management.
  • Provides guidance and leadership and oversees the progress of the project with the objective of achieving the project goal. Escalates to management as required.
  • Negotiates assignment of critical resources and delegates responsibilities/tasks. Empowers project team members and removes obstacles/barriers in order to ensure timely delivery of objectives.
  • Manages and monitors the project budget and timeline, project dependencies, coordinates various streams of work, ensures all stakeholders are consulted and represented, and that best interests are represented with respect to the project goal and requirements.
  • Prepares materials (e.g. agenda, status reports, milestone reports, decision logs, etc.). Ensures all project management related documentation is complete.
  • Provides regular updates to project team members, management, internal and external stakeholders, and project sponsors as applicable.
  • Evaluates unplanned requests, assesses project impact (i.e. scope creep) and makes recommendations to management.
  • Ensures proper project risk and issues management by identifying, documenting, and employing effective mitigation strategies.
  • Coordinates post-implementation evaluation activities, including lessons learned.
  • Prepares Close-out Report.
  • Reviews and coordinates the completion of all project documentation.
