About The Position

This position serves as the Project Management Office (PMO) Manager for the Office of Technology & Information Services (OTIS), Business Management Services section (BMS). This position is responsible for providing direction and supervision to employees within the enterprise Project Management Office. This position requires solid judgement along with organization skills, strong leadership capabilities, and a knack for bridging strategic vision and execution by optimizing resources.

Requirements

  • Knowledge of state and federal regulations related to technology, cybersecurity, and privacy, including Florida Administrative Code 60GG-1.
  • Familiarity with compliance frameworks and the ability to ensure projects and partnerships adhere to these guidelines.
  • Knowledge of Project Management Methodologies, including a comprehensive understanding of project management methodologies (e.g., Agile, Scrum, Waterfall) and tools (e.g., Microsoft Project, JIRA), including risk management, project planning, and execution.
  • Knowledge of stakeholder management
  • Knowledge of basic management principles and practices.
  • Knowledge of the methods of data collection and analysis.
  • Ability to communicate effectively in both written and verbal formats.
  • Ability to manage multiple responsibilities and tasks with a mature and professional attitude.

Responsibilities

  • Develop, manage, and lead the Enterprise Project Management Office. Provide enterprise-level visibility, coordination and governance support for technology projects across the department.
  • Ensure alignment of initiatives with applicable standards, policies, and regulatory requirements, including Florida Administrative Code 60GG-1.
  • Participate in and support oversight of technology projects across the enterprise, ensuring alignment with strategic objectives and priorities.
  • Review and promote consistent project governance structures, methodologies, and delivery practices.
  • Monitor project progress and identify risks, dependencies, and opportunities for improved coordination for each project and communicate concerns to leadership.
  • Support the evaluation of project outcomes and the application of lessons learned to improve enterprise project delivery.
  • Work with subject-matter experts and program staff to develop service requirements and conditions.
  • Establish and communicate operational policies and procedures.
  • Support project initiatives through coordinated engagement with key partners and cross-functional teams, both within OTIS and throughout the agency.
  • Maintain relationships with agency leadership and key program area staff to advance strategic initiatives.
  • Facilitate collaboration across stakeholders to support project alignment goals.
  • Represent DEP in relevant forums, working groups and interagency efforts related to enterprise technology initiatives as applicable.
  • Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
