This is a highly responsible, professional position located within the Bureau of Preparedness and Response in the Training and Exercise (T&E) Section. The position is responsible for overseeing the design, development, implementation, and evaluation of selected T&E Projects. Projects are assigned in the employees’ Performance Expectations. The position is responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Incumbent will develop leadership skills through training, webinars, conferences, and other means. Incumbent will use those leadership skills to further the mission of the agency and bureau and to mentor training and exercise (T&E) staff. The incumbent is responsible to lead, design, develop, implement and/or evaluate training and exercises. The incumbent will evaluate plans and capabilities in accordance with established Bureau policies and applicable federal grant requirements. This role requires maintaining proficiency in Homeland Security Exercise Evaluation Program (HSEEP) standards. The incumbent collaborates with ESF-8 managers to identify gaps in after action reports (AAR)/improvement plans (IP) and oversees staff in developing training and exercises to address these gaps. The incumbent is responsible for providing guidance and developing technical assistance to the training and exercise team in the development of the Department’s Integrated Preparedness Plan (IPP). The incumbent ensures the IPPs for their assigned regions are complete by the assigned deadline. The incumbent is responsible for participating in the training and exercise review process and ensuring all training and exercises documents submitted follow the approved T&E review process requirements. The incumbent is responsible to represent the department and bureau at local, state, and national meetings, workshops, or conferences, where attendance is integral to meeting Program objectives. This responsibility requires prior approval of all presentation materials and submission of an approved travel document prior to travel. Other duties as assigned.
