About The Position

Human Services Research Institute (HSRI) is seeking a full-time Project Manager I to join its Population Health team and help plan, operate, and grow innovative health data projects that improve health care nationwide. The Population Health team builds data systems to collect, analyze, and report health care data to improve the quality of health information available for research, policy, and practice. Our data helps health policy makers improve population health and health care delivery, aids consumers in choosing where they receive care, and helps clients leverage reliable data to enhance access, cost, quality, and outcomes in health care. The Project Manager I will work under minimal supervision across multiple concurrent projects. This role collaborates with public health experts, data engineers, data scientists, research associates, project managers, and subject matter experts to deliver project goals on time, within scope, and within funding parameters. Additionally, the role serves as a liaison between team members and clients, resolves issues proactively and tactfully, anticipates risks and opportunities, and demonstrates leadership through collaboration, accountability, initiative, innovation, respect, and ownership.

Requirements

  • Bachelor’s degree or equivalent with a minimum of 5 years’ related experience required
  • Knowledge of, or interest in, U.S. health care policy, state government role in health care, multi-payer databases, public health care payers, claims processing, and/or claims data analytics
  • Clear and direct communication skills, including the ability to concisely articulate – verbally and in writing – ideas, concepts, thoughts, and perspectives to a variety of internal and external audiences, at various levels throughout the organization
  • Highly proficient in collaborating with project end-users, business partners, and technical team members to deliver high quality deliverables and services
  • Advanced knowledge and experience with computer software and hardware, including programs and applications
  • Strong interpersonal communications
  • Outstanding grasp of information technology concepts and processes
  • Must be able to effectively prioritize and execute project tasks in a high-pressure and visible environment
  • Demonstrate initiative and set high personal standards of performance; maintain a consistent, high level of productivity; and be committed to the organization

Nice To Haves

  • Project Management Professional (PMP) Certification from the Project Management Institute (PMI) or other industry recognized certifications preferred
  • Familiarity with Smartsheet, Jira, Confluence, and other project management tools preferred
  • Familiarity with State of Maine health policy and/or health care system

Responsibilities

  • Lead the planning and implementation of a project; facilitate the definition of project scope, goals, and deliverables; and define project tasks and resource requirements
  • Support the strategic planning of multiple health care databases through the development and implementation of effective strategies for state-level health data collection, release, and analysis
  • Develop and maintain detailed project plans for multiple, concurrent projects
  • Responsible for documenting project details and tracking action items, issues, and risks through completion, and establishing communication plans, facilitating schedule creation, and archiving all project documentation to allow timely retrieval
  • Implement budget control, planning, and process optimization
  • Assure a reliable flow of information and successful execution of project activities
  • Offer technical support in project-related areas, such as requirements gathering, portal training, and compliance activities.
  • Manage project resource allocation; plan and schedule project timelines; track project deliverables using appropriate tools
  • Provide direction and support to project team; quality assurance; monitor and report on progress of the project to all community partners
  • Present reports defining project progress, problems, and solutions
  • Implement and manage project changes and interventions to achieve project outputs
  • Evaluate and assess project results
  • Manage the work of subcontractors and consultants
  • Build, develop, and grow any relationships vital to the success of the project
  • Help identify resource requirements and work to align the assigned project team on project scope
