Requirements

  • Bachelor’s degree in Business Administration, Public Administration, Construction Management, Project Management, Engineering, Life Sciences, or a related discipline.
  • 5+ years of experience in project management, grants administration, compliance monitoring, construction program oversight, or federal program support.
  • Experience managing federally funded construction programs, grants, or post-award compliance activities.
  • Experience conducting site visits, inspections, assessments, or compliance reviews.
  • Knowledge of NIH grant policies, post-award monitoring requirements, and federal compliance standards.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to prepare detailed reports and present findings to stakeholders.
  • Proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • Ability to manage multiple priorities and work independently with minimal supervision.
  • U.S. Citizenship.

Nice To Haves

  • Experience supporting NIH, NIAID, or other HHS agencies.
  • Prior knowledge of federally funded construction grant programs and facility usage requirements.
  • Familiarity with NIH grants management systems such as IMPAC II and WOMBAT.
  • Experience with federal travel systems, including Concur Government Edition (CGE), and NIH administrative systems.
  • Knowledge of biosafety, biosecurity, laboratory facilities, or biomedical research infrastructure.
  • Experience developing SOPs, compliance procedures, and program documentation.
  • Project Management Professional (PMP) certification or similar credential.

Responsibilities

  • Develop and manage project plans, schedules, and status reports to support post-closeout compliance monitoring activities for the NIAID UC6 Construction Grant Program.
  • Review grant awards, terms and conditions, monitoring requirements, and compliance documentation related to federally funded biocontainment laboratory facilities.
  • Develop site visit plans, agendas, checklists, and compliance review tools to support Grants Management Program (GMP) approval processes.
  • Coordinate site visit schedules and logistics with grant recipients, NIAID staff, and other stakeholders.
  • Conduct in-person site visits at recipient facilities throughout the United States, including facility inspections, tours, interviews, and compliance assessments.
  • Analyze facility operations, building usage, maintenance records, physical security measures, biosecurity controls, and construction change documentation to assess compliance with grant requirements.
  • Evaluate adherence to NIH policies, award terms and conditions, prior approval requirements, and post-award monitoring standards.
  • Prepare and deliver monthly status reports on project progress, site visit activities, and compliance findings.
  • Brief NIAID Grants Management Program leadership on site visit outcomes, findings, risks, and recommendations.
  • Draft comprehensive post-site visit reports and submit findings within required timeframes.
  • Maintain official grant records and document compliance activities within NIH systems, including IMPAC II, WOMBAT, and shared repositories.
  • Review and provide recommendations regarding prior approval requests, usage changes, closeout activities, and grant compliance matters.
  • Update and maintain Standard Operating Procedures (SOPs) related to site visit activities, compliance monitoring, and usage requirement reviews.
  • Provide technical guidance and programmatic support to NIAID leadership and designated program staff.
  • Maintain confidentiality of sensitive grant, facility, research, and operational information.
