About The Position

Creating safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering & Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto Divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other publ ic agencies. As a Project Manager in Linear Underground Infrastructure, you'll provide project management and engineering support to ensure reliable, economical and effective/efficient City-wide engineering services. This will include providing technical review and support for planning, design and operation of the Division's programs and projects.

Requirements

  • Completion of post-secondary education degree in either civil, environmental or water resources and/or fluvial geomorphology or an equivalent combination of education and experience.
  • Considerable experience applying the principles of natural channel design related to municipal public works infrastructure.
  • Experience with project management that includes elements of inception to implementation, which may include planning, design and construction of municipal public works infrastructure.
  • A valid Province of Ontario Class "G" Driver's License is required, and access to a vehicle, with an ability to drive to different sites in a timely manner.
  • Ability to travel to various locations, including North York Civic Centre.
  • Knowledge of natural channel/ water resources principles and project management as it relates to public works, as well as asset management principles, including data collection, analysis and estimating.
  • Ability to apply relevant legislation, standards, Acts, By-laws and Regulations, including the Occupational Health and Safety Act.
  • Ability to read, interpret, and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner.
  • Ability to conduct studies, surveys and research.
  • Ability to develop effective solutions to water resources issues.
  • Ability to initiate and lead technical studies and projects.
  • Ability to plan and prepare reports and recommendations.
  • Effective communicator - verbally and in writing - at all organizational levels, with excellent interpersonal skills.
  • Adept at working collaboratively with a multidisciplinary team, contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders.

Responsibilities

  • Manage a variety of assigned stormwater projects, directing project team staff to meet deadlines and ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data, while seeing to it that expenditures are controlled within budget.
  • Gather and refine project scope, solicit consulting and contractor services, determine the financial impact of projects and proposals, review and comment on technical drawings, engineering studies, specifications, plans and cost estimates, and assist in preparing capital and operating budgets.
  • Employ water resources principles to natural channel concepts as it relates to stream bed and bank erosion, control/protection of the City's infrastructure located in stream corridors, and environmental assessments and studies.
  • Conduct research into assigned area, ensuring that it considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provide technical advice, reviews and expertise, and utilize standard water resources principles and practices to assist in the operation, development and maintenance of the Division's programs, facilities and equipment.
  • Prepare water resources analysis, as well as evaluate and recommend new systems, work procedures and technologies with the potential to improve divisional performance.
  • Represent the City on committees, provide input at meetings, and liaise with the public, developers, consultants, stakeholders, Councilors, other divisions and government agencies about projects, programs and developments.
