About The Position

The City of Toronto is seeking Project Leads to join the Incubation and Design (I&D) unit within the Environment, Climate and Forestry Division (ECF). This unit focuses on developing complex, interdisciplinary sustainability initiatives, often addressing new and emerging opportunities. The I&D team is currently working on climate resilience, circular economy, and broader sustainability projects. Project Leads will advance work focused on new, circular economy, resilience, and stormwater program management initiatives. They will represent the division and the City in various settings, including presentations and public consultations, acting as key contacts for communications and inquiries. Strong communication skills are essential, particularly the ability to translate complex data into accessible insights for decision-making and policy development. Project Leads will oversee assigned projects, manage contracts, monitor timelines and budgets, prepare project plans and reports, and support procurement processes. They will also track industry developments, align work with policies, and collaborate across City divisions and agencies. A strong understanding of equity and the ability to apply a reconciliation lens are crucial for inclusive and holistic approaches to sustainability and climate resilience.

Requirements

  • Post-secondary education in Environmental Studies, Public Administration/Policy, Urban Planning, Climate Change, Sustainability, Engineering, Circular Economy, Program Evaluation, or a relevant discipline; or equivalent combination of education and/or experience.
  • Considerable experience in designing, coordinating, implementing and evaluating projects, policies, and/or programs in a multi-stakeholder environment.
  • Considerable experience conducting research and analysis using quantitative and qualitative methods, and summarizing findings and recommendations into reports and presentations for a wide range of audiences, such as senior management, technical experts, elected officials, other orders of government, and the public.
  • Considerable experience as a fully accountable project leader, coordinating multiple and diverse project plans, priorities, and stakeholders, monitoring project timelines and expenditures, and providing contract management oversight where required, with demonstrated success.
  • Advanced knowledge of a variety of computerized office systems including MS Office (i.e. Word, Excel, PowerPoint, Outlook), database software packages, and digital meeting and collaboration tools.
  • Ability to work both independently and as part of a team, and in collaboration with a wide range of key partners/subject matter experts.
  • Exceptional communication skills.
  • Strong interpersonal and conflict resolution skills, with effective management of internal and external relationships and solid leadership capacity.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
  • Available for occasional meetings or events in evening and on weekends.

Nice To Haves

  • Experience related to work with a focus on climate change, sustainability, circular economy, waste, environment, and/or local economic development is preferred.
  • Knowledge of government structure, policies and decision-making processes is an asset, including knowledge related to the City of Toronto’s relationship with indigenous communities and efforts focused on reconciliation.

Responsibilities

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Prepares and review reports for management that may include project schedules, financial and operational plans and business processes.
  • Creates, analyzes and prepares key performance indicators to measure the effectiveness and efficiencies of programs and projects, maintains key performance indicator tracking systems, and prepares analysis for senior management and members of Council.
  • Coordinates activities to ensure adherence to common goals, minimize duplication, and maximize efficient use of resources to advance project deliverables on time and on budget.
  • Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Divisional projects, operating procedures, policies and services.
  • Ensures project benchmarks, deliverables and standards are controlled, and projects stay on track within a deadline driven environment.
  • Participates in the process of planning and developing long range objectives for the Division.
  • Solicits input from internal and external stakeholders on a variety of issues to achieve project goals and objectives.
