About The Position

The Informatics Project Manager will drive the delivery of technical projects that improve the use of public health data to inform decision making. This role is aligned to the Workforce Acceleration Initiative (WAI). WAI is a federally funded CDC Foundation program with the goal of helping the nation’s public health agencies by providing them with the technology and data experts they need to accelerate their information system improvements. Working within Minnesota Department of Health, Health Promotion and Chronic Disease Division, the  Informatics Project Manager or Project Implementation Manager  will collaborate across technical and non-technical teams to define project objectives, allocate resources, coordinate with teams, and manage timelines to ensure the successful delivery and implementation of a public health data systems project. This position will work with two data scientists dedicated to the project and coordinate the work with Minnesota Department of Health epidemiologists and data scientists. The Minnesota Department of Health (MDH) and the Collaborative for Rural Public Health Innovation (CRPHI) are partnering to advance data modernization effort to enhance the functionality, interoperability, and timeliness of public health data systems, focusing on chronic disease (CD) data.  The Project Manager will [RC1] use project management and facilitation skills to engage stakeholders effectively, ensure good communication and documentation for the project across team members, and provide support to a small team of data scientists that will execute the main parts of the project listed below:  1) Develop and validate CD case definitions in syndromic surveillance (SynS) systems (e.g., heart attack, stroke, asthma, dental emergencies, and others) and integrate definitions within existing SynS workflows to produce timely and geographically specific data.  2) Engage with CRPHI partners to translate and adapt CD syndromic surveillance (SynS) case definitions into tools and visualizations that resonate with and support rural local public health strategy and surveillance activities. They will lead development of workflows supporting CD SynS data sharing between MDH and CRPHI (and other rural health departments) that are integrated into a suite of CD data.  Informatics Project Manager will be hired by the CDC Foundation and assigned to the Minnesota Department of Health, Health Promotion and Chronic Disease Division. This position is eligible for a fully remote work arrangement for U.S. based candidates.

Requirements

  • Bachelor’s degree in a technical field such as computer science, information systems/informatics, computer engineering, operations management or related field required.
  • Minimum of 10 years of related experience managing technical projects.
  • Strong knowledge of SDLC, agile (Scrum/Kanban), Gira, and iterative development methodologies, standard and best practices for data analytics, application development, enterprise data platforms, etc.
  • Understanding of data architecture, data analytics, databases, visualization, application development
  • Expert knowledge of project management fundamentals, including the ability to develop and implement accurate work plans, schedules, staffing plans, and budgets, in an agile or iterative environment.
  • Experience collaborating with multi-disciplinary teams to lead technical projects through smooth and continuous delivery.
  • Experienced in change management and risk management principles and processes to provide leadership in the development of strategic plans and change management initiatives and their roll-out.
  • Familiar with or has aptitude to learn syndromic surveillance data tools such as ESSENCE for chronic disease definition algorithm design and testing.
  • Experience leading teams to adapt algorithms for situation specific use.
  • Excellent communication skills with the ability to describe difficult technical problems and solutions to technical and non-technical teams.
  • Demonstrated experience developing and maintaining working relationships with internal and external partners and can effectively promote collaboration among differing viewpoints.
  • Strong understanding of technical concepts and legacy systems.
  • Knowledge of user experience design and user research principles and concepts.
  • Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners.
  • Experience working in a virtual environment with remote partners and teams.
  • Proficiency in Microsoft Office.
  • Up to 10% domestic travel may be required.

Responsibilities

  • Provide leadership to multidisciplinary teams in the development and delivery of data-driven applications, databases, dashboards, data analytics, or other public health products.
  • Coordinate, lead or participate in project meetings; working closely with technical teams, product manager(s), developers, subject matter experts, vendors, and users.
  • Define, document, and track project timelines, workplans, and processes to drive project deliverables within scope, deadlines, and budget.
  • Define clear roles and responsibilities and ensure standards and best practices are followed.
  • Work with user community, technical teams and vendors to meet implementation timeline.
  • Facilitate business/functional requirement review, approval, and sign-off sessions.
  • Document business practices and workflows, identify opportunities for improvement, support process improvement, discover issues and deliver improved value.
  • Prioritize initiatives based on business needs and requirements.
  • Effectively communicate insights and plans to cross-functional team members and management.
  • Ensure solutions meet business needs and requirements. Monitor service level agreements.
  • Support development of training for state and local public health staff to manage new tools.
  • Coordinate work across data scientists supporting state and local public health teams.
  • Ability to convey, at a high-level, technical concepts related to data science and informatics to non-technical partners and epidemiologists looking to learn effectively.
