About The Position

The Harris County Flood Control District is seeking exceptional, detail-oriented and qualified candidates for the role of Project & Grant Accounting Department Manager. The Project & Grant Accounting Department Manager will be responsible for leading the District’s project and grant accounting functions within the Finance Division, including oversight of a complex portfolio of federal, state, and locally funded projects. This position will manage the development, execution, and compliance of multi-million-dollar project and grant budgets that support the District’s $5B+ capital program. This role will also be involved in reporting on capital and grant-funded initiatives and ensuring adherence to fiscal policies, regulatory requirements, and audit standards.

Requirements

  • Bachelor’s degree from an accredited four-year college or university
  • Minimum of ten (10) years of progressively responsible, managerial experience over large groups of professional, technical and administrative employees.
  • Minimum of ten (10) years of progressively responsible and verifiable experience managing and controlling project and grant accounting functions
  • Experience engaging and managing consultants, vendors and support contractors.
  • Extensive experience in grants accounting and compliance with federal, state, and local granting agencies such as the U.S. Army Corps of Engineers, FEMA, HUD, GLO, NRCS, and the Texas Water Development Board.
  • Experience drafting, interpreting, and applying financial and administrative policies, procedures, and contract language.
  • Experience working with government agencies and governing bodies.
  • In-depth knowledge of public sector finance, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
  • Verifiable experience in managing and controlling major support services operations such as financial services, operations management and technical support.
  • Valid Class "C" Texas Driver’s License
  • Excellent verbal and written communication skills, including professional writing, grammar, presentations, and the ability to effectively interact with diverse stakeholders, including executives and subject matter experts.
  • Strong analytical and project management skills, with the ability to interpret business needs and translate them into operational and financial requirements.
  • Solid understanding of financial accounting rules, regulations, and standards, with the ability to interpret and communicate updates or changes as needed.

Responsibilities

  • Oversee a portfolio of projects and grants.
  • Collaborate with internal teams to support developing and implementing 5 – 10-year capital improvement program (CIP) plans.
  • Assign and maintain funding codes for grants and projects.
  • Manage project development and grant-related budgets and their execution, ensuring alignment with strategic priorities and fiscal responsibility.
  • Conduct financial analysis of project and grant activities, tracking expenditures, and forecasting budget requirements.
  • Prepare, submit, and track grant reimbursement requests.
  • Produce monthly, quarterly, and project final closeout reports.
  • Prepare Substantial Completion reports.
  • Complete closeout reconciliations and reporting documentation.
  • Assign responsibilities and balancing workload across the team.
  • Provide guidance, setting priorities, resolving problems, and establishing schedules and deadlines to ensure timely completion of work.
  • Conduct annual performance reviews.
  • Assignment of internal and external training to staff.
  • Compliance with procedures, policies, and regulations.
  • Coordinate with various granting agencies, Harris County Internal Audit, and outside auditors as necessary.
  • Act as liaison to the Harris County Auditor’s Office, Office of County Administration, and Office of Management and Budget.
  • Review and approve timesheets and requests for absence.
  • Process budget transfers, journal entries, and revenue entries.
  • Prepare Supplement Revenue Certification and Supplemental Budget reporting.
  • Manage interest allocation and reporting.
  • Compile data and reports for District leadership, external partners, and oversight agencies.
  • Attend meetings and coordinate with other District departments, consultants, and agencies.
  • Assist with District and/or departmental projects.
  • Carry out additional duties as assigned or as the evolving needs and scope of the position may require.
