About The Position

The Madison Metropolitan Sewerage District is currently recruiting for a Project Engineer Level I or II (Dependent on candidates' qualifications). This role supports the implementation of engineering projects and the overall long-term reliability of District infrastructure by providing sustainable solutions for a variety of infrastructure projects including planning, design, and construction. Projects are wide-ranging and require problem-solving and collaboration. The Project Engineer works closely with stakeholders including staff in operations, maintenance, planning, and engineering to analyze needs and plan solutions. This position will conduct planning, design, bidding, construction inspection, asset commissioning, and overall project management activities associated with capital improvement projects, including projects at the treatment plant, at District pump stations, and elsewhere within the collection system. The role involves working with external stakeholders to address impacts of District projects on customer communities and staying current on new developments in wastewater engineering. Collaboration with stakeholders and cross-functional teams is essential to meet standards and guidelines, fostering a growth mindset within a mission-driven operation and maintaining a positive work culture.

Requirements

  • Bachelor’s Degree in Civil Engineering, Environmental Engineering, Mechanical Engineering, or a closely related field.
  • Registered as an Engineer-In-Training in the State of Wisconsin within 6 months of hiring (for Project Engineer I).
  • Ability to become a registered Professional Engineer in the State of Wisconsin when all pre-requisites have been met and eligible to do so (for Project Engineer I).
  • Possess a Professional Engineer license in the State of Wisconsin (for Project Engineer II).
  • 5+ years of progressive engineering experience (for Project Engineer II).

Nice To Haves

  • Experience with wastewater infrastructure and treatment (for Project Engineer I).
  • Experience managing public works infrastructure, wastewater collection, or treatment plant capital projects (for Project Engineer II).

Responsibilities

  • Support Capital Improvement Project Management & Design
  • Prepare and/or review planning and design reports
  • Prepare and/or review contract drawings and technical specifications
  • Lead capital improvement projects from inception to completion, ensuring timelines, budgets, and quality standards are met.
  • Conduct project advertising and bidding, including pre-bid meetings, review of bids, and recommendations of contract award
  • Manage the financial aspects associated with District projects, including tracking project costs from consultants and contractors.
  • Administer professional service contracts with consultants, including developing Requests for Proposals, assistance with selection of consultants and coordination of the work performed by consultants.
  • Work with other Departments at the District (Operations & Maintenance, Planning, and Communications) to move projects forward
  • Assist in land issues, including obtaining easements from private and public landowners
  • Construction Administration & Field Engineering
  • Work with regulatory agencies and municipalities to obtain necessary project permits and ensure compliance with permits and codes.
  • Perform all construction administration activities associated with capital improvement projects, including conducting job progress meetings, scheduling, submittal review, review of contractor pay requests, and negotiating change orders.
  • Inspect and document inspection of construction projects to ensure compliance with contract documents
  • Commission new assets
  • Maintain project files and ensure that required documentation is collected and filed (certified payrolls, necessary documents for Clean Water Fund loans, etc.)
  • Use project management software (Project Team) to administer and document construction projects
  • Engineering Analysis, Planning, & Asset Evaluation
  • Become deeply familiar with the operations of the treatment plant and regional collection system.
  • Troubleshoot collection system and treatment plant problems and provide engineered solutions as needed.
  • Evaluate the condition, capacity, and reliability of existing District assets and assess the need for capital improvement projects
  • Develop business cases for projects including detailed cost estimates, engineering calculations, alternatives analysis, and economic estimates.
  • Stakeholder Engagement & Communications
  • Lead and participate in critical project meetings, including engineering design team collaborations and public informational meetings
  • Coordinate outreach to project stakeholders, including landowners, businesses/residents, regulatory agencies, the general public, and internal stakeholders.
  • Prepare and deliver professional presentations regarding project status, engineering findings, and business cases to District staff, the Commission, and external agencies.
  • Prepare materials for commission meetings, and present as needed to the Commission when required for approval.
  • Professional Development & Continuous Improvement
  • Develop expertise in emerging technologies and industry trends related to wastewater collection and treatment planning and design.
  • Complete training to maintain licenses and credentials and seek growth opportunities to advance knowledge and skills.
  • Other Duties
  • Perform other duties as assigned by department leadership or Executive Director.
  • Complete any and all district required trainings.
  • Assist with organizational strategic plans and goals as necessary.
