About The Position

Fluor is seeking candidates for opportunities within its Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley. This position will be Sacramento, CA based for the first 6 months and then based out of Fresno, CA; Assistance will be provided. The Construction Project Engineer (1 of 2) serves as an engineer within the California High-Speed Rail (CAHSR) Construction Office, providing critical technical expertise to support the successful delivery of construction packages. This position is responsible for ensuring engineering design and construction activities are completed in compliance with CAHSR technical standards, federal and state regulations, and industry best practices. The Construction Project Engineer provides technical review, design oversight, and field engineering support to resolve complex engineering issues, while coordinating across multidisciplinary teams, consultants, contractors, and regulatory agencies. This role is essential in maintaining the integrity, safety, and quality of the nation’s first high-speed rail system.

Requirements

  • Accredited four (4) year degree or global equivalent in engineering field of study and seven (7) years of work-related experience
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Minimum of 5 years out 7-year requirement of progressively responsible engineering experience on major transportation or infrastructure projects, with emphasis on design review and construction support
  • Demonstrated knowledge of engineering standards, construction methods, and project delivery for large-scale transportation or rail projects
  • Strong technical writing and communication skills for coordination across multidisciplinary teams

Nice To Haves

  • Master’s degree in Civil Engineering or related discipline
  • Licensed Professional Engineer (PE) in California, or the ability to take the exam as soon as practical
  • Experience with high-speed rail, commuter rail, or other complex rail transit projects
  • Experience working on federally and state-funded transportation projects
  • Familiarity with Caltrans, FRA, and CPUC standards and requirements
  • Project Management Professional (PMP) certification is desirable

Responsibilities

  • Review and provide technical oversight of engineering submittals, construction drawings, and specifications for compliance with CAHSR standards and applicable codes
  • Support the resolution of design and construction issues, including field engineering changes, RFIs, and non-conformance reports
  • Coordinate across disciplines (civil, structural, geotechnical, systems, and environmental) to ensure integration of design and construction activities
  • Provide technical input during constructability reviews and value engineering assessments
  • Monitor construction progress and support the Chief of Construction in ensuring quality, cost, and schedule adherence
  • Assist in the development and maintenance of engineering procedures, technical criteria, specifications and other project documentation
  • Interface with contractors, consultants, local jurisdictions, and regulatory agencies as required for technical coordination
  • Support risk identification and mitigation activities related to engineering and construction
  • Other duties as assigned
