About The Position

The Role Researches, plans, and coordinates waste collection and diversion projects, programs, and services, including developing options/recommendations for new and revised programs, and coordinating/conducting communications and outreach activities to promote programs and services to the public.

Requirements

  • Knowledge of waste collection and diversion programs and trends; project management practices; and public education campaigns, normally acquired through a 4-year degree in a related field (e.g., environmental studies, environmental science, sustainability, climate and environmental change), plus 1 year of related experience, or an equivalent combination of education and experience, such as a 3-year degree in a related field plus 2 years of related experience.
  • Knowledge of and ability to comply with policies, procedures, municipal by-laws, and legislation (e.g., privacy, Environmental Protection Act).
  • Organizational, planning, and research skills to coordinate project activities; review and evaluate data; research trends, best practices, and other technical information; and provide input into programs.
  • Communication, human relations, and presentation skills to promote programs to the public and partners; obtain, clarify, update/provide information for project completion; respond to inquiries and complaints from the public; and participate as an effective team member.
  • Ability to read and interpret technical information, reports, legislation, and other program and industry information.
  • Ability to write and develop promotional information, content, resources, reports, and correspondence.
  • Computer skills with ability to use software such as Microsoft Office (including Excel).
  • Must have a valid G driver’s license (or G2 with 3 years of driving experience) and acceptable driving record to operate corporate vehicles.

Responsibilities

  • Assists with project planning, research, and development related to waste collection and diversion programs in response to changes in legislation, new/revised programs/services, and service reviews/improvements.
  • Analyzes legislation, by-laws, program data, policies and procedures, and industry trends in environmental and municipal waste management.
  • Identifies impacts on operations and develops options/recommendations (e.g., criteria for waste collection/handling vehicles and equipment).
  • Plans and coordinates the implementation of new/revised projects, programs, and services (e.g., composting, curb-side garbage, bulky and large metal items, Christmas trees, organics, recycling), including communications and outreach activities to the public and partners to promote programs and initiatives.
  • Assists in the development and implementation of communication and marketing strategies, plans, campaigns, promotional/educational materials, and events.
  • Develops content and concepts for advertising and promotional materials, and collaborates with creative multimedia services, agencies, and communications staff to coordinate activities (e.g., social media posts, graphic design).
  • Develops surveys and evaluation tools/methods to obtain public feedback and track campaign/ program effectiveness.
  • Prepares program reports for management.
  • Evaluates program effectiveness, researches trends, and recommends changes to management.
  • Conducts informational/educational presentations to the public and media to promote programs/ services.
  • Prepares information and responds to inquiries/complaints from the public, as required.
  • Plans, coordinates, and conducts inventories of program resources (e.g., procedures, website information); assesses and updates same, with other staff as needed.
  • Works collaboratively with other staff and stakeholders to collect, document, and maintain research/information, identify gaps, and reconcile variances.
  • Represents the Section with other departments/divisions to provide information and guidance, and support pilot projects for changes in services (e.g., design and construction, by-law, housing).
  • Prepares and presents reports for committees on program design, progress of implementation, program enhancements, future recommendations, and general update information.
  • Networks with and exchanges information with other municipalities/cities and agencies.
  • Provides input for resource requirements for projects (e.g., budget).
  • Assists with preparing tenders and requests for proposals.
  • Backs up other Section staff as needed, including Contracts & Service Coordinator, Communications & Promotions Coordinator, and Waste Management Coordinator.
  • Performs related duties as assigned.
