About The Position

The Hazardous Waste Coordinator leads daily execution of the hazardous and regulated waste program at NASA Goddard Space Flight Center and Wallops Flight Facility. The role owns full-lifecycle waste management — characterization, profiling, lab packing, manifesting, and disposal coordination — and serves as the program's subject-matter expert for RCRA/DOT compliance and the Hazardous Materials Management System (HMMS). This is a hands-on, compliance-critical position that maintains uninterrupted regulatory continuity from Day One of contract performance. This position is contingent upon contract award.

Requirements

  • Bachelor of Science in Environmental Science, Environmental Management, or a closely related field.
  • Demonstrated working knowledge of 40 CFR Parts 260–268 and Part 279 (RCRA hazardous waste and used-oil regulations).
  • Multi-site hazardous waste management experience.
  • Hands-on experience in lab packing, waste profiling, manifesting, and shipment coordination.
  • Experience evaluating environmental liability for real and personal property.
  • Experience with material reclamation and precious-metals recovery.
  • Experience implementing and managing hazardous waste information systems (HMMS preferred) across varied environments.
  • Must be able to pass a background check for badge access.
  • 40-Hour OSHA HAZWOPER certification with current 8-hour annual refresher.
  • DOT Hazardous Materials training.
  • RCRA hazardous waste regulations training (e.g., McCoy's RCRA Unraveled).

Nice To Haves

  • Prior NASA GSFC/WFF or federal-facility environmental compliance experience.
  • HMMS super-user proficiency (Sphera) across materials, administration, and waste portals.
  • Experience developing waste-cost algorithms or chargeback metrics for self-funded waste programs.
  • Explosive Safety training.

Responsibilities

  • Collect, characterize, profile, consolidate, bulk, and ship hazardous, regulated, and non-hazardous waste generated across GSFC and WFF operations in accordance with RCRA and DOT requirements.
  • Manage the "Waste" portal of the Hazardous Materials Management System (HMMS); record all waste data for recordkeeping and manifesting, run ad-hoc reports, and serve as a HMMS power user supporting lab users, safety, and emergency-response personnel.
  • Operate and support a 90-day hazardous waste storage facility; conduct Satellite Accumulation Area (SAA) inspections and laboratory audits.
  • Coordinate waste sampling and analytical testing; interpret lab reports to finalize waste characterization and disposal pathways.
  • Obtain and manage Treatment, Storage, and Disposal Facility (TSDF) approvals; conduct TSDF due-diligence audits.
  • Prepare and submit regulatory reports (e.g., RCRA Biennial, EPCRA Tier II, TRI, PCB, scrap tire) and support updates to the center's Integrated Contingency Plan / RCRA Quick Reference guide.
  • Lead pollution-prevention (P2) initiatives — chemical reuse center, material reclamation, and recycling programs.
  • Respond to oil and HAZMAT spills, including cleanup, investigation, NRC notification, and incident reporting; maintain spill-response supplies and PPE.
  • Perform environmental site assessments for real property and assessments of personal property for disposal/excess actions.
  • Issue and track findings/non-compliances in the center's environmental compliance tracking system; provide regulatory updates and guidance to NASA civil servants.
