About The Position

RayTek is seeking an experienced Project Controls Specialist to support our federal client on-site in Oak Ridge, Tennessee. This is a mid-career position for a candidate with demonstrated depth in project scheduling and controls within a classified federal environment. The ideal candidate brings hands-on Primavera experience, a solid foundation in Earned Value Management, and the ability to operate effectively within the unique compliance and security requirements of a DOE facility.

Requirements

  • US Citizenship is strictly required
  • Bachelor's degree in Project Management, Construction Management, Business, Engineering, or a related field; an equivalent combination of education, experience, and specialized training will be considered
  • Minimum 5 years of relevant project controls experience
  • Experience managing schedules within a classified environment
  • Working knowledge of project controls best practices across scope, time, cost, and change management
  • Basic understanding of DOE Order 413.3b and EIA-748 compliant Earned Value Management (EVM)
  • Hands-on experience with Oracle Primavera, change control applications, and custom system and report development
  • 5 or more years of project controls experience supporting projects within the Department of Energy (DOE) or Department of Defense (DOD)
  • 5 or more years of experience working within an EVMS environment compliant with EIA-748
  • Active Q Clearance

Nice To Haves

  • Project Management Professional (PMP) certification or equivalent is preferred
  • Experience with risk management processes, including risk analysis and simulation software
  • Experience providing training on project management principles or tools, including Control Account Manager (CAM) training

Responsibilities

  • Develop, maintain, and analyze project schedules using Oracle Primavera P6 in support of federal program objectives
  • Monitor and report on project performance against baseline schedules, identifying variances and recommending corrective actions
  • Support scope, cost, and change management processes in accordance with project controls best practices
  • Assist in the development and maintenance of an Earned Value Management System (EVMS) compliant with EIA-748 standards and DOE Order 413.3b
  • Coordinate with project managers, Control Account Managers (CAMs), and stakeholders to ensure schedule integrity and data accuracy
  • Support change control processes and maintain documentation within applicable change control applications
  • Develop custom reports and system outputs to support program reporting requirements
  • Operate effectively within a classified environment in compliance with all applicable security protocols
