About The Position

As a Project Controls Specialist, you will support project decision-making by integrating cost, schedule, and progress data to assess overall project performance. This role focuses on analysis, validation, and insight rather than ownership of delivery execution. You will work closely with the Director of Project Controls and project leadership to identify variances, trends, risks, and opportunities, enabling informed and timely decisions on complex ship repair and shipbuilding programs.

Requirements

  • 8+ years of experience in project controls with complex industrial projects (Naval, O&G, Energy, Construction).
  • Strong knowledge of Earned Value Management (EVM).
  • Experience using project controls systems (ERP, Oracle).
  • Strong analytical skills in Excel.
  • Knowledge in marine, naval, construction, oil & gas, maritime, energy, hydro.
  • Proficiency in Power BI and Excel.
  • Strong skills in cost analysis and cost control.
  • Federal Government Contract Security Program screening.
  • Minimum 5 years of residency in Canada with no interruption exceeding 6 consecutive months.

Responsibilities

  • Monitor and analyze project performance using cost, schedule, and Earned Value Management (EVM) metrics.
  • Ensure performance analysis aligns with project controls processes and project management requirements.
  • Establish and track project performance indicators with a focus on EVM and productivity.
  • Escalate significant variances, risks, or trends to the Project Controls Manager and Project Manager.
  • Validate consistency and integrity of data across cost systems, schedule data, and progress reporting.
  • Ensure alignment between systems while supporting (not leading) delivery functions.
  • Apply a systems‑oriented and detail‑focused approach to performance data.
  • Support forecasting activities including Estimate at Completion (EAC) and Estimate to Complete (ETC).
  • Perform trend analysis and provide data-driven recommendations for management review.
  • Support change control monitoring and provide analytical input as required.
  • Prepare accurate and timely performance status reports, including deviations from plan, root causes, risks, opportunities, and recommended corrective actions.
  • Support the PCM in project controls reporting, performance analysis, and management and stakeholder updates.
  • Support development and improvement of project control tools and dashboards and reporting solutions (e.g., Power BI, Oracle ERP).
  • Contribute to continuous improvement initiatives within the project controls function.
  • Work collaboratively with project teams to strengthen controls, processes, and data quality.

  • The pay range for this position is $50.00 - $80.00/hr.
