The Project Controls Specialist III (Cost Analyst) is responsible for maintaining and managing the accuracy and integrity of project budgets and financial forecasts, ensuring compliance with established cost management procedures and policies. This role involves collaborating with project managers and stakeholders to draft financial documents, analyze variances, manage estimates, and participate in change management and risk assessment meetings. The specialist will conduct detailed analysis of cost variances and trends, perform monthly reconciliations, and work with scheduling teams to assess the impact of cash flow and schedule performance on project costs. Additionally, the role requires reviewing financial reports, examining staffing plans for cost-effectiveness, and assisting in the preparation and validation of contract amendments and change orders. The specialist will ensure compliance with BuildLACCD policies, generate detailed financial reports using systems like Proliance and Deltek Costpoint, and serve as a primary contact for financial information requests. The role also involves administering budget transfers, financial closeouts, and processing various financial documentation into cost management systems, as well as managing and reconciling project control data and overseeing the approval process for contractor and consultant payment applications. The specialist will also assist in gathering physical completion data and performing data entry to adjust project budgets and forecasts, and may take on additional duties or special projects as needed.
