About The Position

Reporting to the Project Controls Manager within the project management team, the Project Controls Specialist (Cost Control) owns the day-to-day cost-control function on the ANMRC project. The incumbent integrates cost engineering, budget management, change control, and Earned Value Management (EVM) to deliver accurate, data-driven forecasting and performance analytics. Working within an IPD environment, the specialist partners with Chandos and Joint-Venture teams, commercial managers, procurement, finance, and CNL stakeholders to maintain strict fiscal discipline and proactively mitigate cost risk in support of on-budget delivery. The Advanced Nuclear Materials Research Centre (ANMRC) is the largest single capital investment in the revitalization of Canadian Nuclear Laboratories’ (CNL) Chalk River campus. The 10,000-square-metre research complex will house 23 laboratories, 12 shielded hot cells for post-irradiation examination of small modular reactor (SMR) and next-generation nuclear fuels, and glovebox facilities supporting advanced fuel fabrication. As Canada’s largest Integrated Project Delivery (IPD) project, the ANMRC is being delivered collaboratively by CNL together with the CBS Joint Venture (Chandos Construction, Bird Construction, and M. Sullivan & Son) and the broader IPD team, using Target Value Design to align objectives, constraints, and goals. This is a rare opportunity to bring world-class cost-control discipline to a nationally significant nuclear science facility.

Requirements

  • Diploma or degree in Construction Management, Engineering, Quantity Surveying, Commerce, Architectural Technology, or a related technical discipline.
  • Minimum of 5 years of progressive experience in project cost control, cost engineering, or project controls on large-scale capital construction projects; candidates with 10+ years will be considered for senior-level responsibilities.
  • Strong command of Earned Value Management (EVM) principles, cost forecasting, cash flow modeling, contingency management, and work breakdown structures (WBS); quantitative cost risk analysis.
  • Advanced Microsoft Excel for financial modeling, with Power BI for data visualization.
  • Ability to obtain and maintain the site access and security clearance required to work at a CNL / AECL nuclear facility.
  • Strong communication and presentation skills, with the ability to constructively challenge assumptions and present cost and financial metrics clearly to project and executive stakeholders.

Nice To Haves

  • Certified Cost Professional (CCP), Project Management Professional (PMP), Planning & Scheduling Professional (PSP), or Gold Seal designations are considered an asset.
  • Familiarity with Primavera P6 and project cost-management/ERP systems is an asset.
  • Familiarity with Integrated Project Delivery (IPD), alliance, or design-build models is a significant asset; nuclear or other secure-site experience is highly valued.

Responsibilities

  • Own budget formulation, cost coding, commitment tracking, and cost-to-complete forecasting, maintaining strict fiscal discipline across the project lifecycle.
  • Establish and maintain EVM baselines, measure cost and schedule performance (CPI/SPI), analyze variances, and recommend corrective actions.
  • Develop and maintain project cash flow forecasts, contingency and management-reserve tracking, and contingency draw analysis.
  • Assess the cumulative cost impact of trends, scope variances, and field changes through the change control process prior to review.
  • Compile and distribute cost reports, dashboards, and executive KPIs, translating complex cost data into clear, actionable insights for project leadership and IPD stakeholders.
  • Participate in risk register reviews and quantitative cost risk assessments to identify and proactively address financial exposure and bottlenecks.
  • Interface with commercial, procurement, and finance teams to align commitments, progress billings, subcontractor evaluations, and final forecasting.
  • Partner with the scheduling team to ensure the master schedule (Primavera P6) is cost-loaded and aligned with the cost baseline, critical path, and actual field progress.
  • Perform on-site data validation during scheduled site weeks to ensure the accuracy and integrity of reported cost and progress.
