Reporting to the Project Controls Manager within the project management team, the Project Controls Specialist (Cost Control) owns the day-to-day cost-control function on the ANMRC project. The incumbent integrates cost engineering, budget management, change control, and Earned Value Management (EVM) to deliver accurate, data-driven forecasting and performance analytics. Working within an IPD environment, the specialist partners with Chandos and Joint-Venture teams, commercial managers, procurement, finance, and CNL stakeholders to maintain strict fiscal discipline and proactively mitigate cost risk in support of on-budget delivery. The Advanced Nuclear Materials Research Centre (ANMRC) is the largest single capital investment in the revitalization of Canadian Nuclear Laboratories’ (CNL) Chalk River campus. The 10,000-square-metre research complex will house 23 laboratories, 12 shielded hot cells for post-irradiation examination of small modular reactor (SMR) and next-generation nuclear fuels, and glovebox facilities supporting advanced fuel fabrication. As Canada’s largest Integrated Project Delivery (IPD) project, the ANMRC is being delivered collaboratively by CNL together with the CBS Joint Venture (Chandos Construction, Bird Construction, and M. Sullivan & Son) and the broader IPD team, using Target Value Design to align objectives, constraints, and goals.
