About The Position

OLH Inc. is hiring a Project Controls - SME 3 to lead and support project controls functions on complex nuclear or defense-related construction projects. The role develops and maintains cost estimates, schedules, and financial analyses to monitor project performance against objectives; provides strategic guidance for compliance with DOE and NNSA regulations; supports risk-informed planning; and contributes to deliverables such as Basis of Estimate (BOE), Work Breakdown Structures (WBS), and milestone tracking. The position works with engineering, estimating, scheduling, and technical-writing teams to integrate constructability, operability, and maintainability into project planning and execution. The position is based in Aiken, South Carolina, requires U.S. citizenship, and is projected to start ASAP. One position is available. A bachelor's degree in Construction Management, Engineering, or a related field is required, although relevant and extensive experience may be considered in lieu of a degree. Candidates must have at least 20 years of progressively responsible cost-estimating and/or project-controls experience on large, complex industrial or heavy construction projects, with significant nuclear or defense-sector experience.

Requirements

  • Bachelor's degree in Construction Management, Engineering, or a related field; relevant and extensive experience may be considered in lieu of a degree.
  • At least 20 years of progressively responsible experience in cost estimating and/or project controls for large, complex industrial or heavy construction projects.
  • Significant experience in the nuclear or defense sector.
  • Working knowledge of applicable federal—including Department of Energy Orders—state, and local codes and standards.
  • Expert-level knowledge of nuclear construction regulations, safety standards, and project-controls practices applicable to NNSA/DOE projects.
  • Advanced proficiency with estimating software, scheduling tools, and Microsoft Excel.
  • U.S. citizenship.

Responsibilities

  • Provide expert guidance on cost-estimating strategy, methodology, and best practices for large, complex nuclear construction projects within the NNSA/DOE framework.
  • Develop, review, and analyze detailed project cost estimates from conceptual design through final construction, including engineering, procurement, and construction.
  • Validate and verify contractor and subcontractor cost estimates for accuracy and defensibility.
  • Apply statistical techniques and historical data analysis to improve estimate reliability and support cost-risk analysis.
  • Integrate cost estimates with WBS, schedules, and risk assessments in collaboration with project controls, engineering, and project management teams.
  • Lead cost-risk analysis, identify potential impacts, and recommend mitigation strategies.
  • Prepare and present cost estimates and supporting documentation for change orders, contract modifications, and claims to senior NNSA leadership and stakeholders.
  • Mentor junior estimators and contribute to internal estimating procedures aligned with DOE Order 413.3B.
  • Stay current with industry trends, market conditions, and technologies relevant to nuclear and heavy industrial construction.
  • Provide input on classification requirements, CD process deliverables, and compliance with DOE standards.
