About The Position

Primoris Energy Services is searching for a dynamic Project Controls Manager to lead our construction and engineering projects in the Amarillo, Texas region. This role involves project planning, cost estimation, budget management, and quality assessment. The Project Controls Manager is responsible for supporting Project Managers with cost controls, schedule controls, and risk management, ensuring all projects comply with applicable governance, rules, and regulations. They will oversee the successful delivery of project controls services for a portfolio of projects from initial scoping through to final closeout, directing and supporting activities including budgeting, scheduling, forecasting, reporting, risk management, and invoicing. This role also involves managing a team of project controls engineers/specialists and estimators, ensuring projects are developed and executed in compliance with all applicable rules and regulations throughout their lifecycle. The position requires employing Earned Value Management (EVM) methodologies and tools for continuous tracking and accurate forecasting of project performance, identifying critical path activities, facilitating rectification measures, and providing corrective actions for cost and schedule variances. The role ensures changes to scope, budget, and schedule are evaluated and managed according to the change management plan, and manages project reporting, issue resolution, safety protocols, risks, and dependencies. Additionally, the Project Controls Manager generates cost and schedule basis, performs analysis and risk assessments, reviews contractor costs and schedules, and acts as the liaison with the Finance department for capital appropriation requests and project financial closure.

Requirements

  • 15+ years experience of experience as a Project Controls Manager
  • Previous site construction experience leading direct hire projects is required
  • Bachelors Degree in Construction, Engineering, Business or Equivalent
  • Previous direct management experience
  • Advanced knowledge of project controls principles along with strong technical and analytical skills
  • Proficiency in use of MS Office products
  • Ability to manage multiple projects and meet deadlines
  • Skill in developing policy and procedure documentation
  • Working knowledge of construction and engineering services
  • Ability to solve practical problems and deal with a variety of variable situations with limited standardization
  • Strong verbal and written communication skills
  • Ability to effectively lead work teams, as assigned

Responsibilities

  • Supporting Project Managers with cost controls, schedule controls and risks management
  • Ensuring all projects are in compliance with applicable governance, rules and regulation
  • Overseeing the successful delivery of project controls services for a portfolio of projects, from receipt of initial scoping definition through to handover to Operations and final project closeout
  • Directing, overseeing and supporting project controls activities for the portfolio of projects; including involvement in the engineering, budgeting, scheduling, forecasting, reporting, risk managing, and invoicing
  • Supporting project managers and directing the activities of the project controls team
  • Managing a team of project controls engineers/specialists and estimators
  • Ensuring that projects are developed and executed in compliance with all applicable rules and regulations for the duration of the project lifecycle, from project selection to handover to operations
  • Providing overall project cost, schedule, estimating, progress measurement, and change management leadership and expertise
  • Employing Earned Value Management (EVM) methodologies and tools to provide continuous tracking and accurate forecasts of project performance (e.g. Budget at Completion (BAC), Cost Performance Index (CPI), Schedule Performance Index (SPI), Estimate at Completion (EAC), and Estimate to Complete (ETC))
  • Ensuring that PMs have Identified activities impacting the schedule's critical path and facilitate the development and implementation of rectification measures
  • Providing project managers with corrective actions regarding cost and schedule variances and impacts on project delays and opportunities
  • Ensuring that changes to the project scope, budget and schedule are evaluated and approved / rejected in order to keep the master project plan accurate, updated, and reflective of authorized project changes as defined in the change management plan and facilitate stakeholder acceptance
  • Managing project reporting and resolution of issues, safety protocols, risks and dependencies, proactively identifying potential planning gaps, mitigations to risks, actions to close issues or complete open items
  • Generating basis of cost and schedule, performing cost and schedule analysis and cost and schedule risk assessment (CSRA) for projects and provide cost and schedule confidence report
  • Reviewing costs and schedules prepared by contractors to ensure appropriate level of details and structure are applied for effective progress monitoring and project control
  • Acting as the single point of contact to liaison with the Finance department supporting capital appropriation requests and project financial closure
