Requirements

  • 15+ years of experience as a Project Controls Manager.
  • Previous site construction experience leading direct hire projects is required.
  • Bachelors Degree in Construction, Engineering, Business or Equivalent.
  • Previous direct management experience.
  • Advanced knowledge of project controls principles.
  • Strong technical and analytical skills.
  • Proficiency in use of MS Office products.
  • Ability to manage multiple projects and meet deadlines.
  • Skill in developing policy and procedure documentation.
  • Working knowledge of construction and engineering services.
  • Ability to solve practical problems and deal with a variety of variable situations with limited standardization.
  • Strong verbal and written communication skills.
  • Ability to effectively lead work teams, as assigned.

Responsibilities

  • Support Project Managers with cost controls, schedule controls, and risk management.
  • Ensure all projects comply with applicable governance, rules, and regulations.
  • Oversee the successful delivery of project controls services for a portfolio of projects, from initial scoping to final closeout.
  • Direct, oversee, and support project controls activities, including engineering, budgeting, scheduling, forecasting, reporting, risk management, and invoicing.
  • Support project managers and direct the activities of the project controls team.
  • Manage a team of project controls engineers/specialists and estimators.
  • Ensure projects are developed and executed in compliance with all applicable rules and regulations throughout the project lifecycle.
  • Provide overall project cost, schedule, estimating, progress measurement, and change management leadership and expertise.
  • Employ Earned Value Management (EVM) methodologies and tools for continuous tracking and accurate forecasts of project performance.
  • Ensure Project Managers identify activities impacting the schedule's critical path and facilitate the development and implementation of rectification measures.
  • Provide project managers with corrective actions regarding cost and schedule variances and impacts on project delays and opportunities.
  • Ensure changes to project scope, budget, and schedule are evaluated and approved/rejected to maintain an accurate master project plan.
  • Manage project reporting and resolution of issues, safety protocols, risks, and dependencies.
  • Proactively identify potential planning gaps, mitigate risks, and take actions to close issues or complete open items.
  • Generate basis of cost and schedule, perform cost and schedule analysis, and conduct cost and schedule risk assessments (CSRA) for projects.
  • Provide cost and schedule confidence reports.
  • Review costs and schedules prepared by contractors to ensure appropriate detail and structure for effective progress monitoring and project control.
  • Act as the single point of contact to liaison with the Finance department for capital appropriation requests and project financial closure.
