About The Position

The Tsui Group is seeking a qualified and experienced candidate to join our aviation team as a Project Controls III - Capital Improvement Program (CIP) including TDIP in Los Angeles County. In this role, you will be responsible for project reporting, controls activities that includes planning / scheduling, cost engineering, cost estimating, cost analysis/control activities, change management. Directs cost estimating, analysis, and control activities. Directs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. This position offers a hybrid/telework schedule.

Requirements

  • Previous project controls experience on a large-scale, multi-million dollar construction project required.
  • Experience on a large-scale aviation-related project is required.
  • Must be a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilities.
  • Demonstrated success on the job, as evidenced by satisfactory performance, acceptance of responsibility and growth in previous positions.
  • Proven accuracy, reliability and completeness in job accomplishment.
  • Effective oral and written communication skills.
  • Must be able to interface with a variety of people with different technical levels and educational backgrounds; must be detail-oriented and highly organized; and must be able to produce accurate and timely results while maintaining a customer-service attitude.
  • Must present a “can-do” spirit within the controls team: inspiring them to produce consistently accurate results at a fast pace.
  • Minimum of 15 years of experience, preferably on airport projects
  • Demonstrated project controls experience managing the design and construction of large-scale, complex projects; including developing and managing a progress reporting methodology for a complicated design effort.
  • Demonstrated ability to understand a demanding, technical and complicated construction program; and the ability to communicate progress and issues to a technical- and management-level audience.
  • Demonstrated proficiency with Microsoft Office suite of software products, e.g. Excel, Word, etc.
  • Proficient with industry software such as Expedition, etc.
  • Experience with Adobe Acrobat is required.

Nice To Haves

  • Experience with Design-Build and Construction Management at Risk delivery methods is desirable.
  • Experience with Primavera Project Planner Version 6.0 or higher is desirable.
  • Experience with large-scale construction management type software such as Prolog is desirable.
  • Master's degree preferred.
  • Optional Certifications may include AAAE, LEED, PMP, PE, AICP, PMI-SP etc. or any other relevant Professional Licensure or Certifications.
  • Proficient with industry software such as PMIS systems such as PM web, etc.
  • Experience with Primavera Project Planner Version 6.0 or higher is desirable.

Responsibilities

  • Reviews cost and contract performance of the Capital Program and reports variances and risks.
  • Develops programmatic policies, procedures, and reports to ensure proper cost controls across the Capital Program.
  • Performs independent analysis of project cost and contract performance throughout the project life cycle, including but not limited to, budgeting, invoice processing, progress reporting, resource management, and closeout.
  • Assists in the development of and administers LAWA's Program Services Budget.
  • Collaborates with the Program Risk Manager to properly calculate and report project and programmatic risks.
  • Works to develop tools and coordinates cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
  • Assists and trains cost engineering staff across the Capital Program.
  • Collaborates with Finance and the Estimating team on the Asset Register and project Capitalization.
  • Collaborates with Controls Staff on Expenditure Forecasting.
  • Support controls efforts to respond to internal and external audits.
  • May assume other duties as required/needed.
  • Maybe required to work past regular work shift.
  • Maybe required to work various shifts as needed.
