The Project Control Analyst is responsible for monitoring, analyzing, and reporting project financial performance across government contracts. This position supports project managers, business operations, finance, and executive leadership by providing accurate cost tracking, budgeting, forecasting, and contract financial analysis. The Project Control Analyst ensures project costs are recorded, tracked, and reported in accordance with company policies, customer requirements, Federal Acquisition Regulations (FAR), and applicable contract terms. The ideal candidate possesses strong analytical skills, deep experience with government contract accounting principles (specifically using Deltek Costpoint), and the ability to translate financial data into actionable insights for project teams and executive management.

  • Bachelor's degree in Accounting, Finance, Business Administration, Economics, or a related field.
  • 3–5 years of dedicated experience in project controls, project finance, cost analysis, or government contracting financial management roles.
  • Minimum 2 years of hands-on experience utilizing Deltek Costpoint
  • Strong working knowledge of government contract types, including Cost Plus (CPFF, CPAF), Time-and-Materials (T&M), Firm-Fixed-Price (FFP), and IDIQ environments.
  • Advanced proficiency with Microsoft Excel, including pivot tables, advanced lookups, and dynamic financial modeling of EACs/ETCs.
  • Demonstrated experience tracking contract modifications, incremental funding shifts, and maintaining accurate contract backlog tracking.

Nice To Haves

  • Advanced proficiency in Deltek Costpoint advanced reporting tools or Business Intelligence (BI) software.
  • Professional certifications such as Certified Government Financial Manager (CGFM), Certified Cost Professional (CCP), or Project Management Professional (PMP/CAPM) with a project controls emphasis.

Responsibilities

  • Develop, maintain, and monitor project budgets, funding profiles, and cost baselines.
  • Lead the preparation, maintenance, and variance analysis of monthly Estimate at Completion (EAC) and Estimate to Complete (ETC) models for complex government contracts.
  • Track and analyze project expenditures, including labor utilization, subcontractor costs, travel, materials, and other direct costs (ODCs).
  • Support project managers in managing contract funding limitations, tracking burn rates, and ensuring expenditures remain within authorized contract limits.
  • Monitor project revenue, backlog, and profitability metrics, including the evaluation of indirect cost impacts on project target margins.
  • Review subcontractor project invoices for accuracy, provide precise input for customer invoices, and collaborate with billing to analyze unbilled receivables.
  • Support internal and external audits conducted by government agencies (e.g., DCAA), customers, and corporate auditors.
  • Prepare monthly project financial reports, variance analyses, and executive dashboards highlighting performance metrics, financial risks, and opportunities.
  • Recommend and implement improvements to project financial controls, reporting templates, and forecasting methodologies.
