About The Position

The International Telecommunication Union (ITU), the leading United Nations agency for information and communication technologies, is seeking a Project Consultant to support the development of a report on Green ICT and Greening by ICT solutions. This report will provide insights into opportunities for countries and regions to leverage digital technologies for a green digital transformation, aiming to foster innovation and cross-border cooperation. The consultancy involves researching and analyzing best practices in areas such as Net-Zero base station sites, green data centers, sustainable networks, and innovative ICT applications for emission reduction. The General Secretariat, within which the Strategic Planning and Membership Department (SPM) operates, oversees administrative, human, and financial resources, coordinates strategic planning, and manages corporate governance and communications. SPM specifically advises on strategic challenges in the evolving telecommunications/ICT environment, develops strategic proposals, and organizes secretariat services for key conferences.

Requirements

  • University degree in environmental management, climate change, information technology, policy studies, economics, law, business or a related field OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
  • At least three (3) years of progressively responsible experience in the field of the Special Service Agreement (SSA).
  • Previous experience in qualitative research and report drafting for sustainable development is required.
  • Advanced technology and software competency skills.
  • Effective communication skills with the ability to manage multiple priorities.
  • Understanding of digital metrics and analytics, with the ability to generate, analyse and interpret data.
  • Knowledge of English at advanced level.

Nice To Haves

  • Experience in green digital solutions and sustainable digital transformation would be an advantage.
  • Knowledge of another official language of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.

Responsibilities

  • Conduct comprehensive online research to identify relevant country and company cases demonstrating best practices in Green ICT and Greening by ICT solutions.
  • Conduct interviews if necessary.
  • Compile an initial list of use cases for review by an expert group, evaluating each case according to agreed criteria such as impact, replicability, and scalability.
  • Produce a draft report integrating the shortlisted use cases and accompanying analysis, offering a descriptive and neutral synthesis of findings, detailing overall trends, best practices, and potential for scaling and replicability.
  • Incorporate consolidated feedback from the steering committee and deliver the final report.
