The Virginia Vital Events and Screening Tracking System (VVESTS) is a critical system developed by VDH that currently utilizes outdated PL/SQL Web toolkit technology. This system captures and manages highly sensitive data (PII and PHI), making web application security a top priority. The project involves migrating all PL/SQL Web toolkit modules and pages to Oracle APEX, a low-code development platform. The primary focus will be the data modernization of vital statistics and vital records related projects, employing the latest web technologies, JavaScript/jQuery frameworks, templates, and CSS styles to address security vulnerabilities and ensure strict compliance with HIPAA regulations. VVESTS hosts applications such as Virginia's Birth Registry, Death Registry (EDRS), and Screening Registry, and interfaces with various state and federal agencies, including LVA, DSS, DMV, DCLS, SSA, CDC, NCHS, and NAPHSIS, as well as the Virginia Immunization Information System (VIIS).
